Law & Order Season 24, Episode 9 Review: A Controversial Terrorism Story

“Enemy of the State” pairs a terrorism investigation with a pointed debate about informant tactics. Its argument is forceful, though it sometimes overshadows the procedural.

“Enemy of the State,” the winter premiere of Law & Order Season 24, aired January 16, 2025. It turns a murder investigation into a courtroom argument over informant tactics and the law District Attorney Nicholas Baxter helped write. The episode’s criticism of post-9/11 practices is clear; the risk is that its message becomes more compelling than the procedural that carries it.

What happens in “Enemy of the State”

After a young man is pushed in front of a train, detectives Jalen Shaw and Vincent Riley investigate and uncover a motive that redirects the case toward terrorism. The prosecution then faces a problem beyond proving what happened: the trial scrutinizes an FBI operation and legislation Baxter authored. Assistant District Attorney Nolan Price must persuade Baxter to testify about how that framework has been used—and abused.

That unusual shift puts Baxter, normally a figure of authority, under pressure in the courtroom. TVLine framed the episode as the show’s winter premiere and highlighted Baxter’s move into the case’s courtroom action. Alex Hall directed the episode; Scott Gold and Ajani Jackson wrote it. How the terrorism plot and courtroom debate fit together

The procedural engine

The case begins with a stark, immediate crime and a motive reveal that changes its scale. That escalation gives the episode a strong procedural hook, but it can also feel like a sharp turn: some commenters in the January 2025 episode discussion reacted with the question, “Now it’s a terror plot?” Others found the plot implausible. The institutional argument

The case’s second function is to ask whether an FBI agent crossed the rules of a fictional sting operation called “Lure and Trap,” and whether the government should be held accountable for the methods it authorizes. An unofficial transcript describes Agent Haddad as failing to file required reports and threatening a subject’s family; it also presents Baxter defending rules he helped formulate. In the episode, Baxter says, “Some tactics employed in the aftermath of 9/11 don’t necessarily look the same through the lens of 2025.” That line makes the show’s retrospective judgment unusually explicit.

The courtroom material gives the case a larger moral and political dimension, but it sometimes competes with the mystery rather than sharpening it. Viewers who accept the terror premise may find the debate a useful expansion of the stakes; those who find the turn abrupt may experience the episode as delivering its argument before its plot has fully earned it. That tension, rather than a simple verdict that the episode succeeds or fails, is its defining feature.

What the episode’s informant story does—and does not—say about reality

“Lure and Trap” is a fictional program in the available sources. The episode’s account of Haddad’s conduct should not be mistaken for a description of a verified FBI operation. A transcript hosted by Subtitle Cat is unofficial, so it is best treated as a record of the episode’s dialogue rather than an authoritative script or account of actual agency practice. The unofficial transcript supports the episode-specific details.

The FBI’s public description offers a more qualified real-world context. It says courts have recognized lawful use of informants, while acknowledging that informants may deceive, intrude on privacy, or raise questions about reliability and motivation. The agency says informant use must follow Attorney General guidelines and calls for careful evaluation and close supervision. Why “entrapment” is not a shortcut verdict

One commenter asked, “I don’t understand how luring someone to commit a crime isn’t blatantly illegal…” That is a genuine question raised by the episode, but inducement alone does not settle whether conduct amounts to entrapment. What critics and viewers thought

The available professional review is not a consensus. Rotten Tomatoes reproduces one review: Brittany Frederick of CBR rated the episode 6/10 on January 20, 2025. She praised memorable performances and recognizable guest stars, but wrote that the episode “has a very clear stance that it takes, which threatens to overshadow the story.” That criticism describes the central trade-off well: the episode’s willingness to take a position is a strength, but its case can feel like a vehicle for that position.

The Reddit discussion shows a similarly mixed set of responses, with some commenters objecting to the sudden terrorism premise and others welcoming the scrutiny of informant tactics. Because these are individual comments, they establish disagreement—not what viewers generally thought.

Verdict

“Enemy of the State” is most effective when its courtroom challenge complicates the investigation: the question is not only who caused the crime, but whether the government’s methods helped produce the danger it claims to prevent. Its clearest weakness is the same quality that makes it distinctive: the episode states its critique so forcefully that the procedural’s suspense and motive reveal can feel secondary. It is a pointed, debatable installment rather than an even-handed treatment of a real case, and the evidence does not establish that it adapts any specific investigation.
