The memes and cartoons about Mamata Banerjee’s clash with the CBI in February 2019 turned a tense institutional confrontation into political theater: jokes focused on Banerjee’s animated public style, the unusual sight of police detaining investigators, and the competing claims over who had prevailed. They capture particular online reactions at the time—not a representative measure of public opinion.
What sparked the February 2019 standoff?
On the evening of February 3, 2019, a CBI team went to the home of Kolkata Police Commissioner Rajiv Kumar to question him about the Saradha investigation, according to Scroll’s February 5 report. The CBI said Kumar had not cooperated; the report also described allegations that he was shielding people in high places. Those were allegations, not findings established by the coverage cited here. Scroll’s account
Contemporaneous Indian Express coverage described Kolkata Police detaining the CBI officers after they reached Kumar’s residence. It also reported that police surrounded the CBI office and that Banerjee began an indefinite sit-in, or dharna. Banerjee characterized the CBI action as a coup against West Bengal. Her description and the CBI’s claims framed a rapidly escalating political dispute; neither should be mistaken for a neutral adjudication of events. The Indian Express’s contemporaneous report
In the Lok Sabha on February 4, members described the confrontation and offered competing political claims about the agency and the state. The debate record is useful evidence of what representatives said, not a ruling on the disputed facts. Lok Sabha debate record, February 4, 2019

Why the confrontation lent itself to satire
A role reversal at the center of the jokes
The reported detention of CBI officers by Kolkata Police supplied a ready-made visual reversal: investigators arriving to question a police commissioner were themselves stopped by police. The Indian Express reported that the hashtag #MamataVsCBI accompanied jokes about the detention. Scroll also preserved the hashtag #CBIvsMamata and examples that played on the confrontation’s dramatic political language.
Banerjee’s public style and familiar motifs
Scroll identified cartoonists including Satish Acharya, Sajith Kumar, and Manjul, and noted the recurring “caged parrot” motif. Other examples leaned into Banerjee’s animated public manner. These were particular cartoons and posts reported at the time, not a complete catalog of what people shared online.

Amul turned the dispute into a “Bengoal”
Amul’s topical cartoon depicted the CBI and Kolkata Police in a standoff and asked, “Who will score this Bengoal?” The reported tagline was “No obstruction in taste.” The pun recast a contest over authority as a match with an uncertain winner. The Indian Express’s report on the cartoon
What happened after the memes began circulating?
On February 6, the Supreme Court directed Rajiv Kumar to appear before the CBI in Shillong in connection with chit fund investigations and said the agency should not take coercive measures such as arrest. The Indian Express reported that both the Trinamool Congress (TMC) and the Bharatiya Janata Party (BJP) claimed the order favored them. The Court’s directions and those rival political interpretations are separate things: the order set out what Kumar and the agency were to do, while each party presented its own reading of the outcome. A later case involving an image of Banerjee is sometimes relevant to discussion of political memes, but it was not part of the February standoff. In May 2019, the Supreme Court ordered the release of BJP activist Priyanka Sharma after her arrest over sharing a morphed image of Banerjee.
