Garner plays Shalla-Bal, a version of the Silver Surfer, in The Fantastic Four: First Steps. Why the casting could give the MCU a useful new angle
A familiar role with room for discovery
Using Shalla-Bal lets the film draw on the Silver Surfer’s place in a Galactus story without asking viewers to assume they already know this character. That creates room to explain her motives within the film and to give the Fantastic Four’s cosmic conflict its own character-specific stakes. Allegiance can make a cosmic threat personal
Before the film’s release, Garner described Shalla-Bal as mysterious and uncertain in allegiance because she serves Galactus. She characterized that uncertainty as “this sense of this ambiguous energy going on of whether she’s good or not.” (Good Morning America, April 24, 2025.) That is Garner’s pre-release description, not a definitive account of how the finished film resolves the character. But it points to a useful dramatic possibility: a Herald can be more than a herald of destruction if the audience has reason to wonder what she believes, what she wants, and whether she can choose differently.
A separate universe supports a separate interpretation
Marvel’s alternate-universe setup gives the filmmakers space to introduce this Fantastic Four and their world on their own terms. A Shalla-Bal Surfer fits that approach: it can broaden the franchise’s storytelling without requiring the film to present her as a replacement for Norrin Radd across comics or screen continuity. Whether the distinction adds depth depends on what the film does with it, not simply on the change in identity.

Garner and director Matt Shakman discussed whether Norrin Radd exists in the film’s universe, but Garner declined to reveal the answer.
