Both events have passed; they were separate experiences at different venues, not two parts of one event.
What was Electric Kingdom at Hillarys Boat Harbour?
Electric Kingdom was a free public light installation featuring illuminated animal figures. It opened on 2 March 2024 and was scheduled to remain at Hillarys Boat Harbour for nearly three weeks, according to PerthNow’s contemporaneous festival report. The City of Joondalup later identified the installation’s figures as giraffes, a tiger, pandas and a falcon in its arts and culture retrospective.
The title’s “Hillarys marina” refers to Hillarys Boat Harbour, the venue’s official name. The installation was free to visit; it was not the same event as Pram People, which took place at a nearby coastal park on different dates.
What was Pram People?
Pram People was a participatory performance by Polyglot Theatre, designed for young children who ride in prams and the adults who push them. Polyglot described it as “A moment in time for children who ride in prams, and the adults who push them.” Participants followed prompts and secret messages, moved among one another and decorated their prams.

Pram People sessions and practical details
Polyglot Theatre listed two daily sessions during the three-day run: 9:30–10:30 a.m. and 12:30–1:30 p.m. Participating adults and children paid $10 per pram. Other family members and friends could observe for free without booking. Participants were asked to bring a pram; adult participants were given headphones, and all pram sizes and types were welcome.

Was this part of the 2026 Joondalup Festival?
No. Electric Kingdom and Pram People belong to the 2024 programme. The City of Joondalup’s 2026 festival announcement names different programme spectacles: Crystal People, Acqua Forte Parade and The Whale. The 2024 events should not be treated as current or as part of that later programme.
