Is Super Saiyan 20 an official Dragon Ball form?
Its official status is not established by the sources reviewed. The DRAGON BALL LEGENDS official character roster lists Super Saiyan Goku and other Super Saiyan stages, as well as Ultra Instinct -Sign- Goku and Ultra Instinct Goku. It has no entry named Super Saiyan 20. That is evidence about this game’s roster, not proof that the phrase has never appeared anywhere in official material or fan works.
Official franchise material does use the name Ultra Instinct: Bandai Namco’s DRAGON BALL FighterZ page lists Goku (Ultra Instinct) among downloadable content. Neither game roster nor the FighterZ listing ranks Ultra Instinct against a Super Saiyan 20 form.
Why there is no reliable strength ranking
The official sources reviewed provide no matched power multiplier or universal ranking for these two labels. A number attached to Super Saiyan 20 in a fan chart or video would describe that creator’s interpretation, not an official comparison. Without an established form and shared continuity, saying that either one wins as canon fact would go beyond the available evidence.

“Stronger” can also mean different things: greater raw power, better combat effectiveness, or a win under particular hypothetical conditions. Even a specific fan depiction would need to be judged by its own stated abilities, limits, and story rules—not treated as interchangeable with official Dragon Ball continuity.
How to assess a fan-made Super Saiyan 20
If you have a particular image, video, or fan story in mind, identify its creator and version first. Then compare what that source actually says about the form with the Ultra Instinct depiction being used. Any conclusion should be labeled as an analysis within that fan continuity, not an official Dragon Ball result.

Official Ultra Instinct products are a separate matter
Bandai’s Dragon Stars Ultra Instinct Goku figure page identifies item 35994 and lists a US MSRP of $23.99; the page does not establish current retailer pricing or availability. The figure depicts Ultra Instinct Goku, not Super Saiyan 20. Its listed “20+” articulation points describe the toy, not a transformation level or strength statistic.
