No. Argus Filch is not identified as Minerva McGonagall’s son. J.K. Rowling’s official biography names McGonagall’s parents and brothers, and says she and her husband, Elphinstone Urquart, had no children of their own.
What McGonagall’s family history says
J.K. Rowling’s official biography of Minerva McGonagall identifies her as the first child of Reverend Robert McGonagall and Isobel Ross. Her two younger brothers were Malcolm and Robert Junior.

The biography also says Minerva married Elphinstone Urquart and that they had no children of their own. Their nieces and nephews—her brothers’ children—visited them. The account therefore gives no basis for identifying Filch as her child.
Who Argus Filch is
Filch is Hogwarts’ caretaker and a Squib. The official Harry Potter encyclopedia entry on Squibs defines them as people born into wizarding families who do not display magical ability, and names Filch as an example.
#1 Best Overall
A Harry Potter feature about Filch points to the Kwikspell letter Harry finds on Filch’s desk in Harry Potter and the Chamber of Secrets. The letter is a beginner’s magic course and connects to the revelation that Filch is a Squib. It does not connect him to McGonagall’s family.

McGonagall and Filch both work at Hogwarts, but their shared workplace is not evidence of a family relationship. McGonagall’s official fact file lists her as Transfiguration professor, Head of Gryffindor, and Deputy Headteacher. The official feature also describes Filch helping her evacuate students during the Battle of Hogwarts; that is a staff connection, not a parent-child one.
Rank #2
Rowling’s writing about familiars calls Filch the castle’s “only non-magical inhabitant” and identifies Mrs Norris as his cat. That detail, too, concerns Filch’s place at Hogwarts rather than his parentage.
