No. Roblox says the Luobulesi app is not currently available to users in mainland China. In its Form 10-K for the fiscal year ended December 31, 2025, the company said it and Tencent are building a next version, but gave no relaunch date. Roblox’s SEC filing is the clearest official statement of the app’s status.
What Roblox means by Luobu and Luobulesi
The names refer to different parts of Roblox’s China operation. Roblox uses Luobu for its China creator and development operation. The company has described its Shenzhen subsidiary as working on development and localization, including licensing a Chinese version of Roblox Studio to creators.
Luobulesi is the name of the localized consumer app. Roblox’s filings say Tencent, its China joint-venture partner, received a publishing license in December 2020 for a localized Roblox client under that name. The app’s current unavailability should not be confused with the separate creator-side work.
Does the app’s status mean Roblox tools or games are available?
Not necessarily. Roblox’s terms say China user-generated content created with Luobu Studio may from time to time be available on Roblox Services. That conditional statement does not mean the Luobulesi consumer app is available to users in China.

Roblox also says content availability can vary by region as local requirements change. See Roblox Creator Hub’s regional content guidance.
Which places does “China” refer to here?
Roblox’s China terms define the People’s Republic of China for that appendix as excluding Hong Kong, Macau, and Taiwan. The company’s Luobulesi availability statement should therefore be read as referring to mainland China, not as a blanket statement about those separately named territories.

Is Roblox coming back to mainland China?
Roblox’s filing says the company and Tencent are building a next version of Luobulesi. It does not announce a launch date or confirm when—or whether—the app will return to users. The filing also identifies regulatory risk in operating Luobulesi in China, so redevelopment should not be treated as a confirmed relaunch.
A general Roblox service-status page would not establish whether this region-specific app is available. The company’s Luobulesi statement and its regional content guidance address different questions: the app’s China status and the availability of individual content by region.
