They show different strengths: Harry excels at practical defensive magic, most clearly the Patronus Charm, while Draco proves adept at Occlumency and devises a covert plan to get Death Eaters into Hogwarts. Those achievements measure different skills, not one overall intelligence ranking.
What does “smarter” mean here?
The seven novels do not give Harry and Draco an intelligence score or a comparable academic ranking. Nor does J.K. Rowling name one as the universal winner. The evidence supports comparing demonstrated abilities—such as spellwork, planning and emotional control—rather than treating intelligence as a single measurable trait.
The comparison also has a narrative limit: much of the story is told from Harry’s point of view, not as a neutral report card of both students. Popularity, house affiliation and moral choices are not reliable measures of intelligence either.
Where Draco has the edge
Occlumency and emotional control
Rowling’s official character essay on Draco says he “proved adept at Occlumency,” the discipline of shielding one’s mind. In a Wizarding World explainer on Occlumency and the Patronus, Rowling’s 2005 interview comments are quoted: “I think Draco would be very gifted in Occlumency.” She also described him as “very capable of compartmentalising his life and his emotions, and always has done.” Wizarding World identifies the interview as one with The Leaky Cauldron and MuggleNet on 16 July 2005.

That aptitude contrasts with Harry’s difficulty learning Occlumency. The contrast does not make Draco smarter in every respect: Occlumency rewards emotional blankness and compartmentalization, habits that are not the same as every kind of learning or problem-solving.
Planning—and its limits
Draco devises a way to bring a group of Death Eaters into Hogwarts, a plan that succeeds in getting them into the school. That is evidence of ingenuity and covert planning. But Dumbledore is killed by Snape, not Draco. Rowling’s account also describes Draco faltering under pressure, nearly causing other deaths as he tries to kill Dumbledore, and refusing Snape’s help because he fears Snape will take his “glory.” The achievement and the failures belong in the same assessment: a successful plan does not establish general superiority.

Where Harry has the edge
Patronus and practical defensive magic
Harry masters the difficult Patronus Charm at an unusually young age and teaches it to members of Dumbledore’s Army. The spell requires concentration and emotional focus; producing it successfully is a clear demonstration of practical magical ability. Rowling’s character essay explicitly contrasts Harry’s early Patronus achievement with Draco’s aptitude for Occlumency.
The disciplines draw on different mental habits. Occlumency calls for emotional control and blankness, while the Patronus depends on engaging with positive emotion. Harry’s trouble with the former does not cancel out his strength in the latter, or prove a general lack of intelligence.

What their rivalry does—and does not—prove
Rowling has said Draco’s feelings toward Harry were substantially shaped by envy. Harry was more talked about and admired at school, and he was the better flier—a skill Draco thought could distinguish him. A Wizarding World retrospective on Draco recounts this rivalry context. It helps explain their antagonism, but neither popularity nor flying ability settles which boy is smarter overall.
Can grades settle the question?
Not from the evidence cited here. The official material does not provide a substantiated head-to-head academic record, and no comparative intelligence statistic is established. Without a verified comparison from the novels, grades should not be used to declare a winner.

The most defensible answer is that Harry and Draco are capable in different domains. Harry’s early mastery of the Patronus is strong evidence of practical defensive skill; Draco’s Occlumency and covert planning show strengths in mental concealment and strategy. Canon does not combine those abilities into a single ranking, so a claim that either boy is simply smarter goes beyond what the story establishes.
