Havoc is worth watching if you want forceful, clearly staged action; it is less rewarding if you need the crime story and characters to carry equal weight. In IGN’s 2025 review, A.A. How good is the action?
Action is the film’s clearest strength in Dowd’s assessment. He highlights carefully blocked fights that remain visually legible, along with kinetic camerawork, an opening car chase and a nightclub fight. The sequences land best when the film lets them unfold rather than interrupting them to explain.

That clarity matters: fast movement and busy staging can make action hard to follow, but Dowd’s review specifically praises how the fights communicate what is happening. His critique is not that the set pieces lack craft, but that the rest of the film struggles to match them.
Does the story hold up between the set pieces?
Dowd finds the crime-underworld setup familiar and the characters closer to stock genre types than fully developed people. As a result, the stretches between action scenes offer less to engage with, and the violence does not gain as much dramatic weight from the plot as it might in a more distinctive or character-led thriller.
His concise verdict captures that imbalance: “Take out the excessive combat scenes and there wouldn’t be much else to distinguish it from other direct-to-streaming punch-ups.”
