Is HDS.to permanently closed?
TorrentFreak reported on November 19, 2018, that HDS.to had gone offline a few days earlier and displayed a message translated as “HDS-TO is permanently closed.” That is the site’s reported status at the time. The report does not establish the domain’s current status or whether an operator later returned. TorrentFreak’s November 19, 2018 report is the contemporaneous account.
What did the closure notice say?
The notice, as translated and reproduced by TorrentFreak, warned users about unofficial social-media accounts and VPN subscription pitches claiming to restore access. It said: “Be careful also of sites that offer you to subscribe to a VPN to access the site, their goal is simply to earn money through an affiliate program when you subscribe.” It added: “Please understand that the site is permanently closed, there is no (VPN, account…) way to access it.” These translations were not attributed to a named speaker.
Why did HDS.to shut down?
The reason was unclear in TorrentFreak’s report. It said there was then no indication the closure resulted from legal issues. The available account does not establish a court action, enforcement operation, hosting problem, or any other specific cause.

Did users lose paid access?
TorrentFreak reported that some users had paid for access and that the site charged €3.99 per month for unlimited access in some cases. The report does not say whether those users received refunds or had a way to request one, so a refund outcome cannot be confirmed from that account.
Who used HDS.to?
The report described HDS.to as a streaming website for movies and television that was popular with French-speaking users, with a significant user base in France, Canada, and Switzerland. Those are historical characterizations from 2018, not current audience figures.

Can a VPN or social account restore access?
The closure notice specifically said a VPN or account would not provide a way to access the closed site, and warned about misleading social accounts and VPN subscription offers. No legitimate route to regain access was identified in the report. Treat claims that a VPN subscription or unofficial account will reopen HDS.to with caution; the report does not verify later operator activity or the domain’s present status.
