Gandalf says this to Frodo during their discussion of Gollum. The point is not that Gollum is innocent, but that Frodo cannot know enough to pass judgment on who deserves life or death. The scene’s context is essential: Gandalf’s counsel is an argument for restraint in the face of uncertainty, not a claim that wrongdoing has no consequences. The quotation index identifies the chapter as “The Shadow of the Past.”

The quotation index lists this line under “Three is Company.” Its source label here is the book chapter; it should not be assumed to match any film wording exactly.
Why this is not a 35-quote ranking
The source material available for this article does not verify 35 distinct Gandalf quotations against the books or authoritative film scripts. Tolkien Gateway’s index is explicitly organized around the three standard volumes of The Lord of the Rings; it is a navigational reference, not verification of a broader list spanning every book and film. For a complete list, each candidate line needs checking in its source, with the work, chapter or scene, and whether it is book wording or adaptation wording identified accurately.
How to check a quote in context
For book passages, consult the relevant chapter in The Hobbit or The Lord of the Rings rather than relying on a quote compilation. Tolkien Gateway’s quotation index can help locate passages by volume, but the book remains the appropriate check for exact wording. Film lines should be checked against the relevant adaptation and labeled as such; a film line is not automatically Tolkien’s book text.
