Why Indira Gandhi Saw Young Farooq Abdullah as Kashmir’s Future Leader

A 2023 excerpt from Farooq of Kashmir argues that Indira Gandhi saw the younger Farooq Abdullah as easier to influence than his father, Sheikh Abdullah, whose independent political standing made him harder to manage. The authors frame the succession question as a political calculation tied to Congress’s position in Kashmir—not as a private motive confirmed in Gandhi’s own words.

What the biography says Gandhi saw in Farooq

Ashwini Bhatnagar and RC Ganjoo’s account portrays the young Farooq as politically inexperienced and comparatively removed from the contests and negotiations that had shaped Kashmir’s politics. He had grown up, the authors write, in the comfortable shadow of his father and inherited goodwill associated with Sheikh Abdullah rather than an independent political base of his own. Their conclusion is pointed: “He was a greenhorn who could be groomed and moulded. He was the perfect proxy.” That is the biographers’ narrative, not a quotation attributed to Indira Gandhi.

The contrast is central to their explanation. In this telling, Sheikh Abdullah had a personal following and political identity of his own, leaving him room to act independently of New Delhi. The excerpt invokes his association with the Hazratbal shrine and characterizes his shifts in political positioning as responsive to circumstances. These are the authors’ interpretations; they should not be treated as a complete account of Kashmiri opinion or as proof of Gandhi’s private thinking. Scroll.in’s 27 September 2023 excerpt does not provide a primary statement from Gandhi confirming that she considered Farooq a proxy.

Why Farooq’s position was different from his father’s

A political role without the same autonomy

The excerpt says Sheikh Abdullah wanted his son to learn politics quickly. Yet it describes Farooq’s party role under Ghulam Mohammad Shah as little more than a rubber-stamp presidency, while Sheikh himself ran the state administration singlehandedly. Farooq, the authors suggest, did not yet wield the independent authority his father possessed.

Relationships in Delhi and Srinagar

Farooq built connections with New Delhi’s ruling elite and with officials appointed in Srinagar, according to the excerpt. Governor B.K. Nehru was impressed by Farooq’s manner and eagerness to learn and mentored him. Those ties could make Farooq a useful political partner in the authors’ account, but they do not establish that he was simply controlled by Gandhi or Congress.

Why succession mattered to Congress

The biographers place the discussion amid Congress’s own electoral and organizational concerns. The excerpt reports Rajiv Gandhi’s assessment that the party lacked grassroots strength in Kashmir. It also describes Farooq as open to an electoral tie-up while opposing Mufti Mohammad Sayeed’s position in the state Congress hierarchy. Congress figures were confident in backing Farooq, though the state unit led by Mufti was unhappy with the gamble.

That context makes the succession question more than a matter of personal preference. In the excerpt’s framing, a leader who was relatively inexperienced and cultivated ties with Delhi appeared more workable to Congress than Sheikh Abdullah, whose popular base and political independence gave him greater room to maneuver. This is the authors’ explanation of the political calculation, not independently established evidence of Gandhi’s intent.

How to read the claim

The article excerpt is drawn from Farooq of Kashmir by Ashwini Bhatnagar and RC Ganjoo. It offers a biographical interpretation of why Gandhi might have favored the younger Abdullah; it does not cite a direct statement by Gandhi setting out that reasoning. The most careful answer, therefore, is that the authors present Farooq as a potentially groomable successor and a possible ally in Congress’s electoral calculations, in contrast with his father’s independent political base.
