Shinra Kusakabe in his final form is the strongest character overall by the end of the story. After him, the ranking gets less absolute: Haumea and the Evangelist bring powers that do not map neatly onto ordinary combat, while Arthur, Dragon and Benimaru stand out among the most formidable direct fighters. This is an editorial ranking, not an official list.
How this ranking works
This list weighs each character at their strongest demonstrated point in the manga, considering offensive power, defense, special abilities, control, consistency and the scale of their feats. A devastating attack is not the same thing as a reliable way to win a fight: time manipulation and control effects can decide a matchup without producing the largest blast. The manga does not stage comparable fights between every character, so several placements—especially among the middle ranks—are debatable.
The anime’s official profile calls Benimaru the strongest firefighter. That is a specific distinction, not an official verdict that he outranks every character in every final manga form. Kodansha lists the series as complete at 34 volumes and identifies Volume 34 as the saga’s final chapter (Kodansha’s Fire Force series page; Volume 34).
The 10 strongest Fire Force characters
1. Shinra Kusakabe, in his final form
Shinra takes the top spot because his end-of-manga form places him at the center of the final conflict on a scale beyond his early Company 8 battles. Kodansha’s Volume 34 synopsis describes Shinra Banshō Man amid the Great Cataclysm, unleashing superhuman power in the showdown with Haumea. That final state is the decisive reason to rank him above the formidable fighters whose records are built primarily around combat feats.

His starting ability is much more straightforward: the official anime profile describes him as a Third Generation firefighter who emits flames from his feet to fly and deliver powerful kicks (official Fire Force character profiles). His final placement depends on the manga’s ending, not on that baseline alone.
2. The Evangelist
The Evangelist belongs near the top because the final conflict concerns a force operating on a scale that ordinary combat rankings cannot capture. However, the available publisher synopsis does not provide a like-for-like fight record or enough detail to measure the Evangelist against Shinra, Haumea or the strongest conventional fighters. This position reflects the character’s role and scale in the endgame, not a cleanly demonstrated one-on-one victory over every character below.
3. Haumea
Haumea is one of the endgame’s most dangerous opponents because her power is not limited to direct attacks. The official profile says she controls others through electrical signals produced with thermal energy, giving her a potentially decisive advantage against opponents who can be affected by that control (official Fire Force character profiles). Kodansha’s Volume 34 description places her despair in direct opposition to Shinra’s hope in the final showdown (Volume 34).

Her ranking is difficult to compare with a fighter whose strength is measured in physical damage or durability. The profile establishes the nature of her ability, but not a universal guarantee that it works equally well against every opponent.

Arthur’s defining strength is the extraordinary offensive potential of Excalibur, the plasma blade emitted by his sword’s handle, as described in the official character profile (official Fire Force character profiles). His late battle with Dragon reaches beyond Earth into outer space, according to Kodansha’s description of Volume 31 (Volume 31). That is evidence of an exceptional endgame clash, not a numerical measure that settles every matchup.
Arthur ranks just ahead of Dragon here because the late fight demonstrates how far his peak combat ability can reach. The order is arguable: Dragon’s durability and range of abilities make him a serious counter, and the manga does not provide a standardized contest that removes all uncertainty.

5. Dragon
Dragon combines enormous offense with unusually strong defense. His official profile describes high attack and defense, the ability to harden parts of his body, transform into a dragon and turn people into Infernals (official Fire Force character profiles). His fight with Arthur escalates into outer space in Kodansha’s Volume 31 summary (Volume 31).
That blend makes Dragon a more complete direct combatant than a character whose main advantage is one narrow condition or technique. Whether he should rank above Arthur depends on how much weight a reader gives to durability and versatility versus Arthur’s peak offensive showing.
6. Benimaru Shinmon
Benimaru is the strongest conventional firefighter on this list. The anime’s official profile explicitly calls him the strongest firefighter and says he combines Second and Third Generation abilities (official Fire Force character profiles). The wording matters: it recognizes his standing among firefighters, but it does not rank him above final-form Shinra or establish a definitive all-character hierarchy for the completed manga.

His hybrid ability set supports an all-around case: he can both generate flames and manipulate them. He ranks below the endgame threats and the Arthur–Dragon tier here because the final conflict introduces a broader scale of power, not because the official firefighter distinction is meaningless.
7. Shō Kusakabe
Shō’s time manipulation makes him a dangerous matchup even against opponents with greater apparent destructive power. The official profile says that during an Adolla link he can use the heat of the universe’s expansion to manipulate time, stopping the movement of everyone except himself (official Fire Force character profiles). This is a conditional ability, so it should not be treated as an effortless, always-available win against any fighter.
He ranks below the top tier because the exceptional effect has stated circumstances, while the characters above have stronger or broader endgame showings. In a matchup where those circumstances favor Shō, however, his placement could look conservative.

8. Charon
Charon’s strength is rooted in his ability to absorb and redirect energy, which makes straightforward attacks a poor measure of how dangerous he can be. His defensive and counterattacking style makes him a difficult opponent for fighters who rely on overwhelming force. He falls below the leading endgame figures because the available evidence does not put his peak on the same demonstrated scale as their late-series confrontations.
9. Kurono Yūichirō
Kurono is a formidable fighter whose control and precision make him more threatening than raw output alone suggests. His combat effectiveness is particularly clear against opponents who cannot force him into an unfavorable exchange. He ranks here rather than higher because the endgame’s strongest characters have either larger peak feats or exceptional abilities that create more severe matchup problems.
10. Ogun Montgomery
Ogun rounds out the list as a highly capable fighter with strong flame-based offense and the skill to make effective use of it in battle. His demonstrated strengths justify inclusion among the series’ high-end combatants, though the gap between him and the characters above is substantial when peak scale, durability and unusual abilities are considered.

There is no clean official answer to that all-conditions comparison. Benimaru carries the official title of strongest firefighter, while Arthur’s late battle with Dragon supplies unusually dramatic endgame combat context. Those are different kinds of evidence: one is a scoped character description, the other is a climactic matchup. This ranking places Arthur higher for peak offensive showing, but a reader prioritizing consistent all-around performance could reasonably favor Benimaru.
Does the ending change the strongest-character ranking?
Yes. A list limited to the early or middle story would mostly compare firefighters and direct combatants. The completed manga adds Shinra’s final form and a conflict involving Haumea and the Evangelist, changing both the scale and the nature of the comparison. Kodansha identifies Volume 34 as the final chapter of the saga, so a ranking that ignores the ending is answering a different question (Volume 34).
