Jesse Lee Soffer makes a promising first impression as Wes Mitchell in “A Leader, Not a Tourist,” the October 15, 2024 premiere of FBI: International Season 4. Wes brings a looser, less procedural energy than the character Soffer is best known for, but the episode grounds his arrival in grief rather than treating Budapest as a fresh start. His prior bond with Cameron Vo gives the Fly Team’s leadership change an immediate personal edge.
Is Jesse Lee Soffer good in the FBI: International premiere?
Yes—with a useful qualification: the episode introduces a character whose appeal is clearer than his full leadership style. Soffer gives Wes a casual, unforced presence that contrasts with the procedural intensity viewers may associate with Jay Halstead on Chicago P.D. The difference feels promising, not like a complete reinvention delivered in one episode. Wes is still absorbing a devastating loss, and the premiere lets that contradiction—outward ease, private grief—shape his first impression.

That contrast also keeps the performance from reading as simple comic relief or swagger. Wes can seem relaxed around the team while carrying an experience he has not processed with them. Soffer told TV Insider that “the grief happens off-camera” as Wes puts on a “game face” with the Fly Team. That is the actor’s explanation of the character’s presentation; the premiere’s more visible achievement is making the gap between his composure and his circumstances part of the dramatic setup.
Who is Wes Mitchell?
Wes Mitchell is a Supervisory Special Agent who arrives in Budapest after a violent case in Los Angeles brings him into contact with the Fly Team. He is not a stranger to Cameron Vo: Wes trained her earlier in her career. Their history gives the introduction a built-in mix of familiarity and altered authority. Cameron knows him as a mentor; now the team may need him to lead.
#1 Best Overall
In an October 9, 2024 interview with TV Insider, Soffer described Wes as “more carefree” and “a much lighter character” than Halstead. He also said Wes “does not do things by procedure” and follows his own rhythm. Those are Soffer’s character descriptions, rather than a neutral profile of the agent. The premiere begins to make the difference legible through Wes’s less formal presence and his personal investment in the case, while leaving room for later episodes to show what his approach means for the team’s work.
How does Wes differ from Jay Halstead?
The comparison is natural because Soffer played Halstead for years, but Wes is not presented as a replacement version of him. Soffer framed the distinction in terms of accumulated emotional weight: he said Halstead had “so much baggage” and had developed “such a chip on his shoulder” by the end of his run on P.D. By contrast, he described Wes as lighter and less affected by baggage.
There is a productive tension in that description. Wes enters this story after a traumatic loss, so “lighter” cannot mean untouched by pain. Instead, the premiere suggests a difference in how he carries himself and how much of his internal life he shares with colleagues. On rules, Soffer’s preview points toward an agent who does not reliably follow procedure; on relationships, Wes has an established trust with Cameron, while the new team dynamic includes friction with Smitty. The episode establishes these contrasts more as an invitation than a settled formula.
What happens in the Season 4 premiere?

The story opens with Wes in Los Angeles after his partner Brooks is shot. The investigation leads to Budapest, where the case brings him alongside the Fly Team. The premiere ties his arrival to that personal crisis, rather than presenting the move as a routine reassignment or uncomplicated promotion.

The investigation connects to Greg, who runs a youth center and coerces young men. Greg is arrested and threatens Wes. The episode’s emotional turn is more consequential for the team: Brooks dies, and Cameron suggests that Wes take the Fly Team leadership role. The invitation makes the title’s idea of a leader more than a comment about Wes’s presence in Budapest. It is a proposed answer to a team vacancy, offered to someone whose own life has just been upended.

Cameron proposes that he should. The premiere ends with the leadership question framed as a choice for Wes, rather than presenting the transition as an established, friction-free arrangement. That distinction matters: Cameron’s confidence draws on their history, but a former trainee asking her old mentor to lead changes the terms of their relationship. The series has a source of trust and potential tension in the same decision.
