FCC Responds to Commissioner’s Claim About Kamala Harris’s ‘SNL’ Appearance

The FCC spokesperson’s response was that the agency had made no determination at that time—a separate matter from Brendan Carr’s public allegation and later proceedings.

Did the FCC find that Kamala Harris’s appearance on Saturday Night Live violated the equal-time rule? No such finding was announced in the agency spokesperson’s response at the time. The spokesperson said the FCC had made no determination about political programming rules and had received no complaint from an interested party. That clarification was separate from Commissioner Brendan Carr’s public allegation—and it did not settle the outcome of later proceedings.

What happened on Saturday Night Live?

On November 2, 2024, then-presidential candidate Kamala Harris appeared in an SNL sketch. The FCC’s later order describes the appearance as lasting approximately 90 seconds. The FCC Media Bureau’s order, DA 25-56, is the official record identified as addressing the related equal-opportunities complaint.

What did Commissioner Brendan Carr claim?

Carr publicly characterized Harris’s appearance as “a clear and blatant effort to evade the FCC’s Equal Time rule,” according to The Guardian’s November 3, 2024 report. That was a commissioner’s public allegation, not by itself a formal determination by the FCC.

How did the FCC respond?

An FCC spokesperson told The Guardian: “The FCC has not made any determination regarding political programming rules, nor have we received a complaint from any interested parties.” The statement described the agency’s position at that point in time. It should not be read as the final disposition of any subsequent complaint or proceeding.

What does “equal time” mean here?

The equal-opportunities requirement concerns broadcast opportunities for legally qualified candidates, subject to statutory exceptions. It does not mean every candidate appearance automatically triggers an identical slot. Whether a particular appearance falls within the rule is a regulatory question; Carr’s statement alone did not resolve it.

What followed the initial response?

Contemporaneous reporting by Axios on November 4, 2024 said NBC filed an equal-time notice for Harris’s appearance and aired a 90-second Trump campaign ad during Sunday broadcasts. That reported response is context, not proof of a final regulatory ruling.

The later official record is the FCC Media Bureau Order DA 25-56, dated January 23, 2025. It addresses the equal-opportunities complaint involving NBC and confirms the appearance’s date and approximate duration. The order is the relevant source for its formal procedural outcome; Carr’s public criticism and the spokesperson’s earlier statement are distinct events in the timeline.
