A Quarter Quell is a special Hunger Games held every 25 years, when the Capitol changes the usual reaping rules. The three known Quells are the 25th, 50th and 75th Games: districts chose the tributes for the first, twice the usual number were taken for the second, and previous victors were reaped for the third.
What makes a Hunger Games a Quarter Quell?
Quarter Quells occur every 25 years and are marked by a significant change to the ordinary rules. In the three known editions, the change centered on who could be selected as a tribute and how many people could be forced into the arena.
First Quarter Quell: the 25th Games
Districts had to choose their tributes
For the First Quarter Quell, each district voted for the boy and girl who would represent it. This replaced the usual selection by reaping. The official discussion guide identifies the special procedure but does not establish the victor or provide a complete account of the arena and Games.
Second Quarter Quell: the 50th Games
Twice as many tributes were taken
The Second Quarter Quell required each district to send twice as many tributes as usual. Haymitch Abernathy’s Games were this edition. Scholastic’s 2025 novel Sunrise on the Reaping begins on the day of the 50th Games and centers on that event. Scholastic’s book page provides its publication and story context.

Third Quarter Quell: the 75th Games
Previous victors were eligible for reaping
For the Third Quarter Quell, the Capitol announced that tributes would be drawn from the pool of living victors. The rule sent Katniss Everdeen and Peeta Mellark back into the arena. The announcement and its consequences are part of Catching Fire.
Whether the rule had been set long in advance or chosen to force Katniss and Peeta back into the Games is not established by the official discussion guide, which raises the question for readers. Given the events surrounding the announcement, the idea that the rule was intended to target Katniss is a plausible interpretation, not a confirmed fact.

Why does the Capitol devise a special rule every 25th Game?
The established answer is that the Capitol changes the reaping procedure for each anniversary Games. The rules can also be read as political messages: district voting forces communities to choose tributes, the doubled count expands the cost of defiance, and victor reaping shows that survival offers no lasting protection. That political reading follows from the rules and their effects; it is interpretation rather than a single definitive explanation attributed to the author.
