The familiar numbered sequence—Super Saiyan, Super Saiyan 2 and Super Saiyan 3—is only one branch. God and Blue are divine transformations; Broly has a character-specific branch; and Ultra Instinct is a technique or state, not a numbered Super Saiyan level.
The ranking below groups forms where the official descriptions do not support a reliable one-by-one power comparison. It weighs narrative prominence, distinctiveness and what the descriptions establish—not invented multipliers or a universal power score. Continuity labels matter, so Super Saiyan 4 is identified as a GT form.
How to read this ranking of every major Super Saiyan form
“Every level of Super Saiyan” is often used to mean every Saiyan transformation, but it can blur different things: numbered grades, divine forms, character-specific transformations and techniques layered onto a form. This list covers the major named forms and closely related states identified in official Dragon Ball and Bandai Namco material. It is not a claim that the franchise has one exhaustive taxonomy.
The tiers are an editorial ranking of how significant and distinct the forms are in this wider picture. The official descriptions are qualitative; they do not provide comparable multipliers or a cross-continuity power scale. Forms within a tier therefore are not ranked against one another by an exact combat result.

Ranked tiers: all Super Saiyan forms in order
Tier 1: Advanced branches and states
These entries sit beyond the basic numbered sequence in the broader transformation landscape. Their appearances in different stories, and their different kinds of power, make a strict head-to-head order unreliable.
- Super Saiyan God SS Evolved: Bandai Namco’s roster uses this name, but the roster alone does not establish its mechanics or a precise position against other forms.
- Broly: Super Saiyan Full Power: Broly’s official profile describes this as a unique form whose potential far exceeds Super Saiyan. That is a qualitative statement about Broly’s branch, not a measurement against every other form.
- Super Saiyan Blue Kaioken: Goku combines Kaio-ken with Super Saiyan God SS, also known as Blue. The red aura over Blue signals an amplification layered onto the form, not a new numbered grade.
- Super Saiyan Blue: Also called Super Saiyan God Super Saiyan, this form uses Super Saiyan God power. Blue is its familiar alternate name, based on the users’ blue hair and pupils; the Dragon Ball Official Site notes its appearance in the Super manga.
- Super Saiyan Rosé: The roster names this form, but does not supply a direct comparison that would establish its exact place against Blue or the other advanced branches.
- Ultra Instinct: A prominent Saiyan power state, but not a Super Saiyan level. The official description treats Ultra Instinct as a technique used by the gods, so it belongs beside—not inside—the Super Saiyan ladder.
Tier 2: Alternate and divine branches
These forms broaden what “Super Saiyan” can mean, but they come from different continuity branches or transformation concepts and cannot be placed on one definitive scale.
- Super Saiyan 4: A Dragon Ball GT form for Goku and Vegeta that draws on Great Ape power. The official description notes changes to the user’s appearance, speech and personality. Keep its GT continuity label attached when comparing it with forms from other branches.
- Super Saiyan God: The divine transformation that precedes Blue in the naming of Super Saiyan God SS. It is a distinct branch from the numbered sequence; the available descriptions do not give a universal numerical comparison with Super Saiyan 4 or the later forms.
Tier 3: The numbered Super Saiyan sequence
This is the clearest progression when someone asks for Super Saiyan levels “in order.” The numbers identify successive named forms, but they do not turn every transformation in the franchise into a single numbered ladder.

- Super Saiyan 3: The third numbered form and the endpoint of this core sequence.
- Super Saiyan 2: The second numbered form in the core sequence.
- Super Saiyan: The foundational transformation from which the numbered sequence is commonly described.
These three are ordered by their numbered names, not by a power multiplier. The official materials reviewed for this list do not establish comparable figures for any of them.
What is the strongest Super Saiyan form?
There is no evidence-based universal winner across the named forms and continuity branches covered here. Broly’s profile says his Full Power form has potential far exceeding Super Saiyan, but it does not compare that potential numerically with Blue, Blue Evolved, Rosé or Super Saiyan 4. Ultra Instinct may be part of a conversation about a character’s strongest state, but it is a technique or state—not a Super Saiyan transformation.
The most accurate short answer is that the strongest form depends on which character and continuity you mean, and on whether you are counting adjacent states such as Ultra Instinct. The official roster confirms many names across saga families; it does not settle a single cross-series ranking.

Forms and states often mistaken for Super Saiyan levels
- Ultra Instinct -Sign-: An incomplete version of the Ultra Instinct technique. The official description says it is imperfect and cannot be held for long, which distinguishes it from a numbered Super Saiyan grade.
- Super Saiyan Blue Kaioken: A combination of Blue and Kaio-ken, rather than a separate numbered form.
- Gohan (Beast): Listed by Bandai Namco as a character form, but not as a numbered Super Saiyan grade. Its presence on a roster does not make it part of the same transformation sequence.
- Broly’s Great Ape power in his regular body: His profile describes this as a way he draws on Great Ape power before the Super Saiyan and Super Saiyan Full Power transformations. It is part of his character-specific branch, not another numbered level.
Why continuity labels change the answer
A list that combines every Dragon Ball story without labels can imply that all forms belong to one continuous progression. That is misleading. Super Saiyan 4 is described as first appearing for Goku and Vegeta in Dragon Ball GT; Blue and its related forms belong to the divine branch associated with Dragon Ball Super. Official character rosters also span multiple saga categories, but a roster listing is evidence that a form is named and represented—not, by itself, a ruling on canon status or comparative strength.
For a clean comparison, first choose the story branch, then decide whether the question is about numbered Super Saiyan transformations only or about every major Saiyan power state. Those choices determine whether Super Saiyan 4, Blue, Broly’s Full Power and Ultra Instinct appear in the same list at all.
