Evan Rachel Wood responded by expressing gratitude for the investigation and support for survivors who spoke publicly. The decision was not a trial or a court ruling on whether the allegations were true.
Why prosecutors declined to file charges
Los Angeles County District Attorney Nathan Hochman said prosecutors could not file charges over the allegations against Warner. The office gave different reasons for the two categories of allegations: it said the domestic-violence allegations fell outside the statute of limitations, and that it could not prove sexual-assault charges beyond a reasonable doubt.
“We have determined that allegations of domestic violence fall outside of the statute of limitations, and we cannot prove charges of sexual assault beyond a reasonable doubt,” Hochman said, as quoted by The Independent.
The investigation lasted approximately four years, according to Euronews and The Independent. Reporting described sheriff’s detectives investigating alleged incidents from 2009 to 2011 in West Hollywood; that describes the reported scope of the investigation, not a court-established account of events.

What Evan Rachel Wood said
The Independent reported that Wood posted a statement on Instagram. She said her lawyer and investigators had advised her there was compelling evidence to support the claims, but that the statute of limitations prevented many alleged crimes from being prosecuted. Those comments are Wood’s account of what she was told, not a finding by a court.
Wood said she was grateful for law enforcement’s work and proud of the survivors who had spoken publicly. She also wrote: “Evidence of violent crimes should not have an expiration date.”

How the Phoenix Act relates to the decision
Wood connected the outcome to the Phoenix Act, saying the law was created so other victims would not face the same outcome, but could not help with cases predating its passage. Euronews, citing the Associated Press, reported that the act passed in 2020 and extended the statute of limitations in domestic-violence cases to five years.
The act’s passage did not retroactively change the legal position for the conduct under investigation, according to the reporting. The prosecutors’ stated limitations rationale concerned the domestic-violence allegations; their separate stated reason for not pursuing sexual-assault charges was that they could not prove them beyond a reasonable doubt.

No charges filed is not an acquittal
Prosecutors’ decision not to file charges means Warner was not put on trial over these allegations. It is not an acquittal, and it is not a court determination that the allegations were either true or false. The DA’s statement describes the office’s charging decision and its stated reasons; Wood’s response describes her view of the evidence and the limitations issue.

Warner’s attorney, Howard King, welcomed the decision. The Independent quoted him saying: “We are very pleased that, after a thorough and incredibly lengthy review of all of the actual evidence, the District Attorney has concluded what we knew and expressed from the start: Brian Warner is innocent.” That is the attorney’s characterization; prosecutors’ announcement was that they would not file charges, not a court verdict of innocence.
