That supports the familiar design answer, but it does not establish that every special costume or event depiction looked identical.
What did Pikachu’s creators say about its tail?
In a 2018 profile published by The Pokémon Company International, Atsuko Nishida—identified as a character designer for Pokémon Red and Pokémon Green—explained the thinking behind Pikachu’s distinctive tail: “I wanted to include some parts that expressed lightning—since Pikachu is an Electric-type—so I created this design.”
The same profile quotes Ken Sugimori on the color: “All of the official art for Pokémon Red and Pokémon Green was based off of the dot drawings, which led to the use of yellow in Pikachu’s official art.” The account describes a lightning-inspired tail and yellow official artwork; it does not explicitly state, in those words, that Pikachu never had a black tail tip.
Does that settle every Pikachu depiction?
No. It is evidence about the standard design, not an exhaustive catalog of every official illustration, costume, game appearance, episode, or product. Special variants should be treated separately rather than used to rewrite the familiar design.

For example, The Pokémon Company International’s 2015 World Championships side-event page lists Cosplay Pikachu and Pokémon Center plush prizes. It establishes that special variants and merchandise existed, but it does not describe their tail colors. The existence of a costume variant is not, by itself, evidence of a black tail marking.
Why do people remember a black-tipped tail?
The question often comes up as a memory puzzle or Mandela-effect claim. A remembered image can feel vivid without proving that it was part of Pikachu’s historical standard design. The creator account is the stronger evidence for the ordinary design: Nishida describes the tail’s lightning inspiration, and Sugimori says the official color art used yellow.

Bottom line: the official creator account supports a yellow standard Pikachu design, not a black-tipped one. A claim about every special depiction would require evidence about that specific variant; the available official event listing does not provide tail-color details.
