In a September 2023 report, PerthNow said a neighbour complained to Perth creator Dasha Daley about the noise from balloon popping at her Leederville apartment. Daley told the outlet she generally popped four or five balloons on filming days, between 9am and 5pm. The report does not establish that a formal complaint was made to authorities, that any rule was breached, or what happened afterward.
What prompted the complaint?
PerthNow reported that a neighbour knocked on Daley’s door and objected to the sound of her popping balloons. The account of that encounter came from Daley; the report did not include a statement from the neighbour, a strata company or a regulator.
Daley had reportedly been making balloon-themed OnlyFans content for about three months. Her first “looner” video followed a subscriber’s request involving a six-foot balloon. She later shared part of a video on TikTok and connected with others interested in balloon content. PerthNow described her videos as including both popping balloons and playing with them.
What did Daley say about filming?
Daley said she did not pop balloons every day. On days she filmed, she said she generally popped four or five, between 9am and 5pm. Those are her estimates as reported by PerthNow, not independently measured frequency, timing or sound levels; the article contains no acoustic assessment.

PerthNow also reported that Daley said she received more than 20 requests a week for looner videos and made A$230–A$300 per custom video. These are figures attributed to her in the 2023 report, not audited earnings or current rates. The outlet said she was upset by the complaint and viewed the content as work and a source of income. It also reported that she owned her apartment and that the neighbour rented; those property details were not independently verified in the available reporting.
Was there an official investigation or a confirmed rule breach?
The available reporting does not establish that the neighbour lodged a formal complaint with the City of Perth or another authority. It does not report an investigation, a noise measurement, a finding that a rule was breached, or a final outcome. Daley’s reported understanding of her building’s quiet-time rules is not a legal determination about the building or this incident.

How Perth’s noise rules apply as general context
The City of Perth says that “Noise in Western Australia is governed by the Environmental Protection (Noise) Regulations 1997 (Noise Regulations).” Its guidance says environmental health officers manage neighbourhood noise, investigate and monitor complaints, and take steps as appropriate. The City’s complaint instructions ask people to provide details of what happened, when it happened and where it happened. These are general procedures, not evidence that the City received or assessed a complaint about Daley.
The published guidance does not resolve what strata rules applied in Daley’s building, whether any rule covered balloon popping, or whether the neighbour took further action. Those points remain unestablished in the available sources.
