Published lists name composer Gioachino Rossini, bandleader Jimmy Dorsey, speaker Tony Robbins and rapper Ja Rule among the famous people born on that date. Singer and television performer Dinah Shore is often included, but her recorded birth date is disputed.
What counts as a Leap Day birthday?
Leap Day is February 29, the extra calendar date added in leap years. It helps keep the calendar aligned with Earth’s orbit, which Biography.com gives as 365.24219 days in its 2020 explanation. Astrophysicist Neil deGrasse Tyson put it this way in a 2016 tweet quoted by Biography.com: “The leap day is misnamed. We’re not leaping anywhere. The calendar is simply, and abruptly, catching up with Earth’s orbit.”
That distinction matters: a person born in any other month of a leap year does not have a February 29 birthday.

Dinah Shore’s date is contested
Biography.com reports that the Social Security Applications and Claims Index gives Shore’s birth date as February 29, while her tombstone and a New York Times obituary give March 1. Because those records conflict, she should not be presented as an unambiguous Leap Day birth.

When do Leap Day-born people celebrate in other years?
In common years, people born on February 29 commonly celebrate on February 28 or March 1. The sources note that legal treatment can vary by country, so neither date should be described as a universal legal birthday.
