The official Naruto database names Minato Namikaze, Jiraiya, Naruto Uzumaki, Konohamaru Sarutobi and Boruto Uzumaki as Rasengan users, then adds “others,” so that is a named list—not a complete roster. The sources confirm these characters’ connection to the technique, but they do not set a universal rule for who is eligible to learn it.
What the Rasengan is—and who created it
The official Naruto database entry, dated May 28, 2024, describes Rasengan as “a technique that attacks with a ball of chakra compressed and rotated in the palm of one’s hand.” It classifies the technique as ninjutsu and credits Minato Namikaze with developing it. The entry says he is said to have drawn inspiration from Tailed Beast Bombs; that is presented as an account of the technique’s inspiration, not as a confirmed explanation of its mechanics.
Rasengan users named by the official database
The database names five characters and then leaves the list open with “others.” The table distinguishes what the cited official sources establish for each named character; it is not an exhaustive roster across every adaptation or continuity.

What Naruto’s training and Rasengan’s later forms show
The official Minato column, dated July 23, 2023, traces Naruto’s training through increasingly difficult stages. It says Naruto completes the Rasengan during his fight with Kabuto, then later develops new forms, including Wind Style: Rasen Shuriken. Those are developments of the technique; they should not be mistaken for a separate claim that every Rasengan user can perform them.

The column points readers to Naruto Volume 18, Chapters 155 and 159; Volume 19, Chapter 167; Volume 36, Chapter 321; and Volume 37, Chapter 339. It also quotes Kakashi telling Naruto: “The Fourth Hokage had always intended to add his own change in nature to the Rasengan when he invented it.” The column locates that material at Volume 36, Chapter 321.
What Boruto’s documented Rasengan use shows
The official Boruto episode 171 listing, “The Results of Training,” says Boruto tests his new Rasengan against Shojoji under Kakashi’s supervision. This establishes a documented instance of Boruto using a new Rasengan; the cited listing does not specify a general training method or eligibility standard.

Who can learn the Rasengan?
The official sources show examples of characters who learn or use the technique, but they do not state a universal eligibility test. In particular, the sources reviewed do not establish that learning Rasengan requires a particular bloodline or chakra nature, nor do they say that only the characters named in the database can learn it. The evidence supports examples, not a complete rule for every character.

It is not presented as complete: the official database names Minato, Jiraiya, Naruto, Konohamaru and Boruto, then says “others.” The reviewed official material does not supply a complete roster across all media or continuities, so the five names are best treated as the database’s explicitly named users rather than every character who has ever used the technique.
