It is no longer the latest status: subsequent orders set out a proposed U.S. joint-venture framework, and the Associated Press reported that TikTok finalized agreements for a U.S. venture in January 2026. That transaction changed the immediate outlook for the app, but it did not by itself settle every question about legal compliance or security.
What happened in June 2025?
On June 19, 2025, Trump signed an order providing another 90-day delay in enforcement of the law requiring TikTok’s divestiture from Chinese ownership or risk of U.S. restrictions. The Associated Press described it at the time as his third extension since taking office. The administration said the additional time was intended to broker a deal that would bring TikTok under American ownership. That count is tied to the moment of the June order; it is not a description of the final number of delays or the present status. AP said it was unclear then how many further extensions might follow and noted questions about the legal basis for repeated delays. How did the later orders change the timeline?
Two September 2025 orders followed the June extension. They should be read as actions delaying enforcement and describing a proposed transaction—not as amendments to the law’s deadline enacted by Congress.

What did the proposed safeguards promise?
The September 25 White House order said a qualifying divestiture must end foreign-adversary control and prevent a continuing operational relationship between the former affiliate and U.S. operations. It described the proposed arrangement as placing the U.S. application in a U.S.-based joint venture, with less than 20 percent owned or controlled by foreign-adversary entities or people. - Ownership and control: The order said the new venture would be U.S.-based, with foreign-adversary ownership or control below 20 percent, and would control the application’s code and content-moderation decisions.
- Recommendation algorithm: The administration said the venture would control the algorithm.
- U.S. user data: The order said sensitive U.S. user data would be stored in an American company’s cloud environment.
- Oversight: It described trusted security partners monitoring software updates, algorithms, and data flows.
What was reported about the completed joint venture?
AP reported on January 23, 2026, that TikTok finalized agreements to form a U.S. joint venture with Oracle, Silver Lake, and MGX as managing investors. ByteDance retained a 19.9 percent stake, and U.S. users could continue using the same app. AP described the platform as having more than 200 million U.S. users in that report. The deal’s reported elements do not resolve every question raised by the White House framework. In particular, AP reported that the venture’s recommendation algorithm would be licensed from ByteDance and retrained on U.S. user data. The law bars cooperation on the operation of a content-recommendation algorithm, and AP said it remained unclear how ByteDance’s involvement would operate under that provision. Will TikTok be banned in the United States?
AP reported that the joint-venture agreements were finalized and that U.S. users could keep using the same app. That is the reported practical status as of January 23, 2026—not a guarantee that the app’s legal or security questions are permanently settled. The White House orders establish what the administration directed and claimed; they do not independently demonstrate that the safeguards are effective. AP’s account leaves open how the algorithm license, ByteDance’s continuing role, and retraining will work under the law.

Why do the numbers in coverage differ?
In June 2025, TikTok said it had more than 170 million U.S. users and 7.5 million U.S. businesses, figures AP attributed to the company. In January 2026, AP described TikTok as having more than 200 million U.S. users. These are figures attributed to different sources at different dates, and the available reporting does not establish that their definitions or counting methods are directly comparable.
