The announcements named Teutul’s proposed program, Senior Living, but the available evidence does not confirm that the service launched or that the show premiered.
What Outlaw TV was announced to be
Outlaw TV LLC’s November 13, 2023 announcement described a planned streaming television service built around creators and programming for people interested in hands-on work. It identified Jesse James as founder and creator and Emmy-award-winning producer David McKillop as president. Paul Teutul Sr. and Billy Lane were presented as featured creators. The announcement framed the service as a membership rather than a conventional subscription, saying viewers would be “members, not subscribers” and inviting registration through JesseJames.com. That describes the original concept; it does not establish current access terms or whether registration is still available.
Which shows were named
The November 2023 announcement identified three proposed programs:

A later announcement from High Science LLC, dated February 5, 2024, said High Science was anticipated on Outlaw TV and again referred to the three programs above as part of the planned lineup. This confirms that the slate was discussed in a subsequent announcement, not that any listed show released episodes. High Science LLC’s February 2024 announcement
Did Outlaw TV launch, and did Senior Living premiere?
C21Media reported on November 15, 2023 that the service was not yet live and that sign-ups were being placed on a wait list. That is a report of the project’s status at that time, not a current availability check. C21Media’s November 2023 report

The announcements and contemporaneous trade report establish that Outlaw TV and Senior Living were planned. They do not establish a premiere date, released episodes, an ongoing run, or whether Jesse James’s streaming project is accessible today. A title appearing in a proposed lineup should not be treated as proof that viewers can watch it.
Don’t confuse it with the western channel named OUTLAW
The current OUTLAW schedule and station finder describe an over-the-air western movie channel. Those pages do not identify that channel as Jesse James’s announced member-based streaming project, so its schedule and station listings do not verify that Outlaw TV launched or that Senior Living is available.

What the founders said about the concept
In the November 2023 announcement, Jesse James described the intended member-led approach: “There’s no network to step on what we’re doing. It’s a membership. If the members pipe up and say it sucks, we’ll end it. If not, we’ll keep on going.” The same announcement quoted him saying, “I work with people who work with their hands – I’ve championed that for 25 years.” David McKillop, identified as Outlaw TV president, said: “I’m passionate about Outlaw TV. I want it to be the culmination of my career.” The original announcement
