TIME reported that Juli Briskman was photographed making the gesture toward President Donald Trump’s motorcade in 2017. She was not a politician when photographed; TIME later reported that she won election to a Loudoun County board seat in 2019. Why a photograph needs a careful caption

A still image can establish what appears in the frame, but it may not establish who the gesture was aimed at, why it was made, or what happened immediately before or after. A responsible caption separates visible details from documented context and interpretation.

  • Identify the person and political role at the time of the image.
  • Give the date and location or event only when confirmed by the original caption or reliable reporting.
  • Say whether the politician is making the gesture or someone else is directing it toward a politician.
  • Where reporting records disagreement or uncertainty, preserve it instead of guessing.
  • Confirm image ownership and permission to reuse before publication; an image appearing in a roundup does not itself establish reuse rights.

  1. Find the original image. Locate the image at the news organization, photographer, archive, or rights holder that published it.
  2. Verify identity and role. Confirm who is pictured and whether they were a politician at the time. Keep people gesturing at politicians in a separately labeled category.
  3. Confirm date and setting. Use the original caption or contemporaneous reporting; do not infer a date or event from the photograph alone.
  4. Check what the image actually shows. If the finger or gesture is ambiguous, describe the uncertainty rather than labeling it definitively.
  5. Document the context and rights. Attribute the source, distinguish reported facts from interpretation, and obtain the necessary reuse permission.
