The magazine’s editor in chief, Jeffrey Goldberg, had been included in the chat. The released messages added operational detail to The Atlantic’s initial March 24 report, while leaving disputed whether the exchange contained “war plans” or classified information.
What did The Atlantic publish?
The Atlantic first reported the chat on March 24, 2025. Two days later, after officials disputed that “war plans” or classified information had been shared, the magazine published screenshots and a fuller account of the exchange. The Associated Press reported that messages included timing for aircraft launches and bombs, aircraft and weapons types, and a target’s location. Associated Press coverage.
The Atlantic said a March 15 message from the account identified as Pete Hegseth contained details about targets, weapons, and the sequence of an attack. Goldberg withheld some text, explaining that it could conceivably endanger American military and intelligence personnel if an adversary read it. The important point is that the published exchange contained more than a general policy discussion: it included operational specifics, without requiring those details to be reproduced here. The Atlantic’s March 26 account.
How did Jeffrey Goldberg end up in the group?
Goldberg described receiving a Signal connection request associated with Michael Waltz, then national security adviser. He was subsequently included in a group titled “Houthi PC small group,” where senior officials discussed policy and preparations for action against Houthi targets in Yemen. The available reporting establishes that Goldberg was included and that officials reviewed how an inadvertent number was added; it does not establish a final explanation for how the error occurred.

On March 24, National Security Council spokesperson Brian Hughes said: “This appears to be an authentic message chain, and we are reviewing how an inadvertent number was added to the chain.” The Atlantic’s initial report.
Did the chat contain “war plans” or classified information?
The administration denied that classified information or “war plans” had been shared, characterizing the messages as a policy discussion or an update about a plan already underway. The terminology became a central dispute, but it does not by itself resolve what the messages contained or their formal classification status.

The Washington Post described a distinction officials and experts made between a broad contingency-level operational plan and granular attack information, such as timing and aircraft choice. It also reported the view that either kind of information could be sensitive. That distinction helps explain why the administration’s characterization and the reported contents were contested; it is not a final adjudication that the chat was, or was not, classified. The Washington Post’s account of the dispute.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why did the exchange raise security and records concerns?
Operational security
Details about timing, weapons, aircraft, and a target’s location can create operational-security risks if they reach an adversary. The Atlantic said it withheld some material because it could conceivably have endangered U.S. military and intelligence personnel. This concern is distinct from whether a government formally classified a message: information can be sensitive even when its classification status is disputed.

Preservation of official messages
The Atlantic also noted that some messages were set to disappear. Jason R. Baron, a University of Maryland professor and former director of litigation at the National Archives and Records Administration, said: “Under the records laws applicable to the White House and federal agencies, all government employees are prohibited from using electronic-messaging applications such as Signal for official business, unless those messages are promptly forwarded or copied to an official government account.” The Atlantic’s reporting on records questions.
Baron’s statement describes his view of the records-law requirements; it is not a court ruling about this episode. The records issue—whether official messages are preserved as required—is separate from the security question and from the choice of messaging app itself.

What the reporting establishes—and what it does not
- Established in the contemporaneous accounts: The Atlantic published its initial report on March 24, 2025, then screenshots and a fuller account on March 26; Goldberg was in a Signal group discussing an impending operation against Houthi targets in Yemen.
- Reported about the messages: the exchange included operational details such as strike timing and aircraft and weapons information.
- Still disputed in the cited reporting: whether those messages amounted to “war plans” or contained classified information. The accounts document competing claims and expert assessments, not a final determination.
- Separate issue: the reporting raised questions about operational security and the preservation of official messages, including messages set to disappear.
