The reveal clears Samantha Maroun—but it leaves the prosecutors weighing whether the law should demand a harsher outcome from a woman they believe Carter abused.
Who killed Carter Mills?
Julia, Carter Mills’s former girlfriend, shot him. The premiere, “Street Justice,” aired September 25, 2025, and picks up the cliffhanger that left Maroun under suspicion after Mills was found dead. The episode’s answer is direct; its more difficult question is what justice should look like after a case has already failed the women involved.
Mills had been acquitted in the case involving Maroun’s sister. The episode presents him as a man believed to have raped and killed her sister and another woman, and the premiere begins with Nolan Price unsure whether Maroun retaliated.
How the investigation shifts from Maroun to Julia
Why Maroun becomes a suspect
Video and witness leads initially point toward Maroun: the shooter is described as a woman of her build, and she owns the same type of handgun. When she refuses an initial search, police obtain a warrant. The gun is gone.

Maroun later tells Price she went toward Mills’s apartment intending to confront and frighten him. She says she abandoned that plan, threw the gun into the East River, and did not shoot him. The distinction matters: she admits to approaching Mills armed, but denies killing him.
The clue that points to Julia
A witness describes the shooter as taller than Maroun, redirecting the investigation. Detectives learn Julia had split from Mills and bought the same type of gun after his release. At trial, Julia says Mills assaulted and threatened her, and that she believed she was in immediate danger when she shot him. Those are her claims in the episode’s account, not independently established facts.

Why the ending is more complicated than the reveal
Price questions whether Julia planned the killing. Maroun argues for a lesser charge based on extreme emotional disturbance, and the state offers a manslaughter plea. Julia accepts it, then tells Maroun she had waited outside Mills’s building rather than encountering him by chance.
Maroun tells Price about the admission. They decide not to call her as a rebuttal witness and press for a harsher result; Julia’s plea stands. The choice clears Maroun while leaving the episode’s moral tension intact: a woman who says she acted out of fear admits to waiting for the man she shot, while the prosecutors must decide whether to pursue that admission at the cost of turning Maroun into a witness against her.

What the premiere proves—and what it does not
The title’s “one thing” is best read as an interpretation of this episode, not a verdict on every season of Law & Order: its legal cases can test the prosecutors as much as the people on trial. Maroun’s connection to Mills makes her a suspect, but the case ultimately asks how Price and Maroun respond when a man they believe harmed multiple women went free and another woman later killed him.
That idea gives the premiere a charged setup, though critics differ on whether the episode makes the most of it. Brittany Frederick argues that Maroun’s reluctance to cooperate strains credibility, that the response to her clearance feels underwhelming, and that the emotional scenes do not land. She also finds the explanation for Shaw’s departure matter-of-fact. By contrast, a Collider review listed by Rotten Tomatoes praises the balance of character depth and procedural elements, while Decider calls the cliffhanger resolution unsatisfying. These are differing reactions among the cited reviews, not evidence of a broad critical consensus.

What happens to Shaw?
Shaw is absent because he has transferred to another precinct. The reviewed account says Brady tells Riley that Shaw wanted to return to Brooklyn. That explanation answers where he went, but Frederick’s criticism points to a separate issue: the premiere gives the departure little emotional weight.
