Spoilers for House of the Dragon season 1, episode 9. Titled “The Green Council,” the penultimate episode follows Otto Hightower’s effort to crown Aegon after King Viserys dies. Alicent backs her son’s accession but rejects a plan to kill Rhaenyra, while Rhaenys—the “Queen Who Never Was”—makes a dramatic show of force at the Dragonpit coronation. The Dance of the Dragons officially begins, but the succession crisis is not resolved.
What happens after Viserys dies?
As soon as Viserys is dead, Alicent tells her father, Otto Hightower, that the king wanted Aegon to succeed him. Otto’s council has already prepared to put Aegon on the throne, treating the succession as a decision to carry out rather than a question to debate. Rhaenyra remains a rival claimant, and Otto wants to prevent her from challenging Aegon.
Lord Lyman Beesbury objects to the plan at the Green Council. Criston Cole kills him during the confrontation. Otto then proposes making Rhaenyra and her family swear allegiance, while also considering eliminating her. Ser Harrold Westerling refuses Otto’s order to go to Dragonstone and leaves the council.
Why does Alicent oppose Otto’s plan?
Alicent supports Aegon’s accession, but she will not agree to murder Rhaenyra, the king’s daughter. That distinction puts her at odds with Otto’s more coercive approach: she wants to secure the crown for her son while leaving open the possibility of a negotiated settlement.

When Alicent visits the imprisoned Rhaenys, she tries to win her support. Rhaenys sees the limits of Alicent’s position, telling her, “You toil still in service to men — your father, your husband, your son,” as TV Guide quotes the scene. TVLine quotes Rhaenys asking, “Have you never imagined yourself on the Iron Throne?” The exchange turns the succession struggle into a question about whether women can claim power for themselves, rather than merely influence the men who hold it.
Alicent later tells Otto she will offer Rhaenyra terms instead of approving her murder. The episode does not show the offer being delivered, so the possibility of negotiation remains unresolved.
Where is Aegon?
Aegon is missing when the council needs him. Otto sends the Cargyll twins, Erryk and Arryk, to find him; Alicent sends Criston Cole with Aemond. The search takes them through Flea Bottom, where the episode shows children being exploited. Mysaria offers information about Aegon only in exchange for action against that abuse.
The brothers eventually find Aegon hiding in a sept. He says he does not want the crown, but the searchers bring him back. His reluctance does not stop the coronation.

Aegon is crowned before a crowd at the Dragonpit—not the Red Keep. Rhaenys, who has been held captive, escapes and arrives astride Meleys. She confronts Aegon and his family, then leaves without attacking them.
Rhaenys’s appearance is a display of power, not an attempt to settle the succession by killing the newly crowned king. The episode ends with Aegon’s claim publicly asserted and Rhaenyra’s claim still outstanding. The confrontation raises the stakes without ending the crisis.

Why is Rhaenys called “the Queen Who Never Was”?
“The Queen Who Never Was” is a sobriquet for Rhaenys, who was passed over in the succession before the events of this episode; TVLine uses the phrase in its recap coverage. In “The Green Council,” her exchange with Alicent makes that history matter in the present: Rhaenys recognizes how women are expected to serve power, even as she demonstrates that she commands formidable power of her own.
