The February 27, 2025, White House handout of binders labeled “The Epstein Files: Phase 1” disappointed some conservative commentators because the material was largely already public, according to contemporaneous reporting. The episode did not establish that a definitive criminal “client list” existed. In a July 2025 memorandum, the Justice Department and FBI said their review found no incriminating client list. That is the likely event behind the headline; the headline’s original publication and exact intended reference could not be verified.
What happened at the February 2025 binder event?
On February 27, 2025, conservative commentators and influencers received binders bearing the Department of Justice seal and the label “The Epstein Files: Phase 1” at the White House. Contemporary coverage identified recipients including Liz Wheeler, Jack Posobiec, Chaya Raichik and Rogan O’Handley, who posts as DC Draino. Reports said the material was largely available publicly already.
Wheeler described her reaction to CBS News: “We’re all waiting for juicy stuff, and that’s not what’s in this binder.” That is one recipient’s response, not evidence that every attendee reacted the same way. The phrase “conspiracy theorists lose their minds” is rhetorical; no representative survey or measured account of a defined group’s reaction is established.
What did the February release and letter say?
The first-phase announcement
On February 27, the Justice Department announced that Attorney General Pam Bondi was releasing a first phase of declassified Epstein-related files. The department’s release page included an “Evidence List.” Bondi said: “There will be no cover-ups, no missing documents, and no stone left unturned — and anyone from the prior or current Bureau who undermines this will be swiftly pursued.” This was a commitment stated at the time, not independent proof that the released material was complete.

Bondi’s letter to the FBI
In a letter that day to FBI Director Kash Patel, Bondi wrote that she had received approximately 200 pages, consisting primarily of flight logs, Epstein’s contact list, and victims’ names and phone numbers. She directed the FBI to provide the “full and complete” files by 8:00 a.m. the following day. Her description names distinct categories of records; it does not establish a single criminal “client list.” Victims’ identifying information should not be reproduced or treated as material for public curiosity.
Was there an Epstein “client list”?
In July 2025, the DOJ and FBI issued a memorandum stating: “This systematic review revealed no incriminating ‘client list.’” That is the agencies’ conclusion about their review. It does not mean that no Epstein-related records exist: the February letter itself referred to flight logs and a contact list, among other material. Nor does a person’s appearance in a contact book or flight record, by itself, prove criminal conduct.

The term “Epstein list” is used loosely in public discussion. A contact book, flight log, evidence inventory, allegation, and criminal finding are not interchangeable. To assess a claim about a particular name, it matters which specific record is being discussed and what that record actually establishes.
How did the July 2025 statement change the story?
The July memorandum followed the February announcement and binder distribution by several months. In July, the agencies said their review found no incriminating client list. The Associated Press reported on July 7 that the Justice Department said Epstein did not maintain such a list and would release no further investigative files. AP also reported that much of the earlier binder material was already public and that some material was sealed by courts to protect victims.

The memorandum described sensitive imagery and victim-related material, including material involving people who were minors or appeared to be minors. It also said the files included more than ten thousand downloaded videos and images of illegal child sexual abuse material and other pornography. That quantity is the agency memo’s description of material; it is not a count of victims or a measure of all Epstein-related records. The agencies cited the sensitive nature of material involving victims in explaining limits on disclosure.

The DOJ/FBI conclusion is an official agency position, but it does not settle every question about the case, records management, or disclosure. A release by Senate Judiciary Committee Democrats raised concerns about discrepancies and how files were handled. Those are lawmakers’ criticisms, not an adjudicated finding that the agencies concealed a client list.

The episode is best understood as a sequence: an announced first-phase release and a highly visible binder handout; disappointment from at least some recipients and reporting that much of the material was already public; then a later agency statement that its review found no incriminating client list. None of those events turns a name in a record into proof of wrongdoing.
