War Game is a 2024 documentary about a real, unscripted crisis simulation—not footage of an actual coup attempt and not a forecast. Its unnerving force comes from watching political and military leaders make decisions inside a fictional January 6, 2025 crisis, under a six-hour deadline to protect election certification.
What is War Game about?
Directed by Jesse Moss and Tony Gerber, War Game follows an exercise organized by Vet Voice Foundation in Washington, D.C., on January 6, 2023. The film’s scenario moves two years into the future: a fictional president-elect has won reelection, an opponent disputes the result and urges an uprising, and the response team must act to ensure Congress certifies the election. Sundance identifies former Montana governor Steve Bullock as playing fictional President John Hotham; the opposing governor is also fictional. The official film site lists the documentary’s runtime as 94 minutes.
The scenario puts election subversion alongside political violence, military obedience, information disorder and the limits of federal authority. The official film page describes the exercise as exploring presidential authority to deploy the U.S. military domestically. The Guardian’s 2024 reporting describes the fictional red cell as a multifaceted threat operating on the ground and online, while the administration faces an information fight. Those details belong to the constructed scenario; they are not evidence of a current operational threat.
How real—and how staged—is the simulation?
The exercise was unscripted and filmed in real time, but that does not mean the production was unconstructed. According to the filmmakers’ notes, Moss and Gerber prepared with Vet Voice over three months and helped create sets inspired by the Situation Room, a briefing room and red-cell headquarters. The sets were deliberately theatrical. The film’s form is therefore a hybrid: real participants improvise their choices inside a prepared fictional crisis, in rooms designed for the camera.

That distinction matters to the viewing experience. The tension is not generated by actors delivering a predetermined screenplay, but neither is the audience watching an unmediated government meeting. The exercise has a designed premise, a deadline and a production environment; the participants’ responses supply the uncertainty within those boundaries.
Why does the January 6 date carry such weight?
The film deliberately links the date of its scenario to the date of the real exercise. Vet Voice held the exercise on January 6, 2023; the fictional crisis is set on January 6, 2025. The scenario asks, in effect, what a government response might look like if an election-certification crisis and organized resistance reappeared. It is a stress test, not a probability estimate: the film cannot tell viewers whether such an event will happen.
The filmmakers’ stated purpose was to identify vulnerabilities, strengthen democratic institutions and better prepare political and military leaders. Their notes say the exercise generated a confidential written analysis for government stakeholders; that analysis is not presented as publicly available or independently validated. Former U.S. Senator Heidi Heitkamp calls the exercise “coup prevention 101” in those notes. The Guardian quoted Moss saying, “It’s not a theoretical proposition,” and game producer Benjamin Radd urging viewers to “Think about the unthinkable.” These remarks frame the exercise’s urgency, but do not turn its fictional events into predictions.
What makes the film unsettling?
War Game concentrates on decisions made under pressure rather than offering a conventional retrospective of January 6, 2021. Its six-hour scenario forces participants to contend at once with disputed legitimacy, threats from inside and outside institutions, military chain of command and the public’s understanding of events. The result is a portrait of preparedness as a problem of coordination and judgment, not simply a matter of having a plan on paper.

The format also makes uncertainty visible. Viewers can watch leaders receive information, weigh authority and choose what to do while the fictional crisis develops. That is the source of the film’s dread: it makes institutional choices legible without claiming that the simulation can prove how real officials would act in a real emergency.
Where can you watch War Game?
The official film site lists the Network, Apple TV and Amazon Prime Video as viewing destinations and offers a screening-request option. Streaming catalogs and regional availability can change, so check the current listing for your location. The site also provides a discussion guide, making the film usable for group screenings as well as individual viewing.

For a public example of a screening followed by discussion, the Hammer Museum lists a later event with participants. That record documents an event, rather than a continuing screening schedule.

War Game is most effective when watched as an institutional stress test rendered as a tense documentary, not as a prediction of the next election crisis. Its constructed setting and fictional scenario are essential context, but they do not blunt the central question: how do leaders respond when democratic procedures, public information and military authority are tested at the same time?
