Higgins framed the idea as balancing responsibility with empowerment. He told Tudum, “How do we hold them accountable but empower them at the same time?” That explains the program’s aim; it is not evidence that the approach produced lasting or measurable improvements.

The first season was filmed at Pulaski County Regional Detention Facility in Little Rock, Arkansas. Netflix Tudum says the facility can hold up to 1,200 people on any given day; that is a capacity figure, not the number of participants in the experiment. Season two: Arizona
Netflix’s title page describes the second season as taking place in an Arizona jail. Axios reported that it was filmed over six weeks at Pinal County Adult Detention Center. Axios also reported that the sheriff described camera-based, indirect supervision and inmates taking collective responsibility for some daily operations. These details are reported descriptions of the program, not a controlled comparison with season one.

Did the jail experiment work?
The series and Sheriff Higgins describe the program’s rationale and participants’ behavior, but the sources cited here do not provide a controlled evaluation showing that it reduced recidivism, improved safety, or changed post-release outcomes. Higgins told Tudum, “They stepped up. They recognized that they can improve their environment. And the majority of the people in the unit did the right thing from Day 1.” That is his assessment, not an independently measured result. The show is useful for seeing how the experiment was presented, but it should not be treated as proof of effectiveness.

In May 2024, the Associated Press reported that Arkansas lawmakers questioned Pulaski County Sheriff Eric Higgins about allowing a Netflix production at the jail. County Judge Barry Hyde said he had not known about the series before seeing a trailer and argued that the production agreement was invalid because he had not signed it. AP reported that the county returned a $60,000 check from the production company. Those were reported objections and events, not a court ruling.
