There is no settled, objective ranking of the greatest mangaka. This list is an editorial judgment based on four criteria: historical influence, the strength and range of a creator’s work, storytelling and visual craft, and cultural reach. By those measures, Osamu Tezuka stands at the top, with a field of influential artists spanning generations and styles.
How this ranking works
“Best” can mean different things: the artist who changed the medium, the creator with the most consistently accomplished body of work, or the one whose characters reached the widest audience. This ranking weighs all four criteria rather than treating sales, one famous franchise, or an award as a complete measure of artistic achievement.
A secondary webpage reproduces a poll attributed to Mainichi that placed Tezuka first, Machiko Hasegawa second, and Fujiko Fujio third. The page does not give the poll’s year or link the original report, so it is evidence of one reported historical poll—not a current consensus or a definitive all-time order. [c001]
The best mangaka of all time, ranked
-
Osamu Tezuka
Tezuka ranks first for his foundational influence and the breadth of the work associated with him. The secondary poll page credits him with helping establish story manga and cinematic panel techniques, and lists Phoenix, Astro Boy, Black Jack, Princess Knight, and Jungle Emperor among his works. That range makes his case about more than a single enduring character: it is the scale of his contribution to manga storytelling and his varied catalogue. [c002]

-
Machiko Hasegawa
Hasegawa’s place near the top reflects the lasting power of a distinctive everyday setting. The poll page describes Sazae-san as a long-running newspaper comic rooted in family life. Its domestic focus offers a different model of cultural reach from adventure or science-fiction epics: a comic built around familiar relationships and ordinary routines. [c002]
-
Fujiko Fujio
The Fujiko Fujio name is closely associated with Doraemon and other works, according to the poll page. The creator’s high placement in that reported poll, alongside Tezuka and Hasegawa, points to recognition across very different kinds of manga. The case here is the enduring reach of work that has become part of popular culture, while keeping in mind that one famous series alone cannot stand in for an entire career. [c002]

Akira Toriyama
Toriyama is another artist named among the ranked creators on the secondary poll page. That supports including him in a historically recognized group, though the page’s limited detail does not establish a precise comparative case against the first three or justify treating the poll’s order as definitive. His placement here reflects the broad cultural recognition associated with his manga, with the ranking remaining an editorial judgment rather than a sourced consensus. [c001]
Why no award or poll settles the question
Awards can show which works selectors value at a particular moment, but they answer different questions from an all-time ranking. The Ministry of Foreign Affairs of Japan says the Japan International MANGA Award honors artists contributing to manga’s global development and promotes cultural exchange. Its report of March 4, 2026 records 738 entries from 110 countries and regions for the 19th award; those are submission and geographic-reach figures, not readership measures or proof of artistic rank. The Manga Taisho 2026 announcement describes its continuing criterion as manga selectors would like to recommend to friends and names Ao Kojima’s Hon nara uru hodo as its grand-prize winner. That recommendation-focused award is useful for discovering contemporary work, but it is not designed to settle which mangaka has had the greatest career. [c004]

Read the ranking as a starting point, not a final verdict. Tezuka leads when historical influence and breadth carry the most weight; readers who prioritize a particular genre, style, or personal connection may reasonably order the creators differently. A meaningful comparison looks at careers and craft as well as the reach of individual works—and leaves room for artists whose influence is less easily captured by a poll.
