A fight broke out in the Galveston cruise terminal after passengers disembarked Carnival Jubilee in April 2025. Carnival said it referred the incident to law enforcement and placed 24 people on its Do Not Sail list. The reports do not establish the fight’s confirmed motive or a final outcome in the criminal case reported afterward.
Where and when did the brawl happen?
The disturbance took place in the debarkation area of the Galveston cruise terminal as passengers queued for customs after Carnival Jubilee returned from a western Caribbean itinerary with stops in Mexico and Honduras. It was not reported as a fight aboard the ship. Carnival said the terminal area was under U.S. Customs and Border Protection authority. The Independent’s April 30, 2025 report described footage showing people shoving and punching one another; the confrontation reportedly crossed safety barriers before security staff intervened. The Houston Chronicle reported the incident on April 29.
Why were 24 people banned from Carnival?
Carnival said it placed 24 people on its Do Not Sail list in response to the incident and referred the matter to law enforcement. As The Independent quoted the company: “The incident occurred in the debarkation area under the authority of U.S. Customs and Border Patrol.” Carnival also said, “The matter was turned over to law enforcement. We will not tolerate such behavior, and 24 people have been placed on our Do Not Sail list.” The Houston Chronicle independently confirmed the 24-person count and law-enforcement referral, quoting Carnival’s statement, “We will not tolerate such behavior.”
The Do Not Sail listing is Carnival’s own administrative action. It is separate from any detention, arrest, or prosecution by law enforcement. The reports do not establish whether the list later changed.

What is known about the arrest and charge?
The Independent reported, citing border-patrol officials speaking to KPRC 2 and court records, that 10 people were initially detained and that 21-year-old Ethan Meritt-Clark was arrested. The report said he faced a first-degree felony charge involving injury to a child, an elderly individual, or a disabled individual. A charge is an allegation, not a conviction; the available reports do not establish the case’s final disposition.
The Independent also described conflicting accounts in an affidavit: Meritt-Clark initially alleged that he had been attacked, then recanted and admitted pushing an elderly man. Those are reported statements in court records, not a finding of guilt.

Is the reason for the fight known?
No confirmed motive is established in the reports. The Independent said Meritt-Clark told officers he had encountered the group during a basketball game aboard the ship the previous day, when a fight had broken out. That account may provide background, but it does not prove what prompted the terminal altercation. The Houston Chronicle said the cause of the terminal fight was unclear.

Travel + Leisure’s May 12, 2025 report quoted Carnival’s code of conduct as prohibiting disruptive behavior and said the policy allows Carnival to disembark guests at their own expense and ban them from future sailings when their conduct affects others’ comfort, enjoyment, safety, or well-being. It also reported that the code mentions a possible $500 fine, stateroom confinement, and removal from the ship. These are policy details as quoted in that secondary report, not a complete or independently verified statement of Carnival’s current terms.

Travel + Leisure reproduced this passage from the code: “Consistent with our commitment to safety, disruptive behavior is not tolerated, and any guest whose conduct affects the comfort, enjoyment, safety, or well-being of other guests or crew will be disembarked at their own expense and banned from sailing on Carnival in the future.” It also quoted the policy as saying that “any violation may result in a fine of $500, possible stateroom confinement, and removal from the ship.” Read Travel + Leisure’s report.
The policy’s everyday expectations, as quoted in the same article, include that “everyone has a better time when children are supervised, noise in the hallways is kept to a minimum, guests follow queues, and that a spirit of community and neighborliness is shown by all.”
