To run a community radio station on YouTube in rural India, treat the FM station and the YouTube channel as two related but separate services. You need an eligible, locally governed organization and the required government permissions to operate a recognized terrestrial Community Radio Station (CRS); a YouTube channel does not replace them. Once the FM permission process is underway, build community-led programming and add an online workflow that your measured internet upload speed and cleared content rights can support.
1. Establish the organization and its community mandate
The Ministry of Information and Broadcasting’s revised CRS policy, dated 13 February 2024, requires an explicitly not-for-profit applicant with at least three years of proven service to the local community and legal registration at least three years old when it applies. Ownership and management should reflect the community served. NGOs, registered societies and public charitable trusts must be registered on NGO Darpan and provide their Unique ID. Eligible categories include qualifying community-based organizations and educational institutions, State Agriculture Universities, ICAR institutions, Krishi Vigyan Kendras, autonomous bodies, civil-society and voluntary organizations, registered societies, public charitable trusts, qualifying not-for-profit self-help-group organizations and not-for-profit Farmer Producer Organizations. Individuals, political parties and affiliated organizations, profit-seeking organizations, expressly banned organizations and religious bodies are excluded. Read the MIB’s revised community radio policy and confirm current application requirements before committing funds.
Define the service area before buying equipment
Decide which community the station will serve and involve its listeners, potential volunteer presenters, local institutions and community groups in setting priorities. The policy’s purpose is to serve and involve people within the permission holder’s broadcast coverage area. Local language, geography, access to the studio and the needs of underserved groups should shape the station’s plan.
2. Complete the permission process before commissioning FM
The policy directs applicants to apply online through the portal specified by MIB. Applications are considered by an Inter-Ministerial Committee; a frequency must be available, and private organizations face specified Home Affairs and Defence clearances. After approval and clearances, a Letter of Intent (LOI) is issued. It is valid for one year, with a possible three-month extension considered case by case. The LOI holder must sign a Grant of Permission Agreement (GOPA), provide the required bank guarantee and obtain a Wireless Operating License (WOL) from the Ministry of Communications after applicable fees. Commissioning can take place only after the WOL is received. The policy also specifies commissioning timelines and a ten-year initial GOPA period. Verify the current portal instructions, fees and requirements with MIB and the relevant wireless authority before installing a transmitter or antenna.

3. Build programming around local participation and policy
A local Advisory and Content Committee decides broadcast content, and at least half its members must be women. At least 50% of content must be generated with community participation; at least half of that participating content must focus on women’s empowerment. The policy says those themes should extend beyond a narrow set of domestic topics. Programmes should preferably use local languages and dialects and must follow the programme and advertising code prescribed by Prasar Bharati for Akashvani. These requirements apply to the station’s programming; putting a programme on YouTube does not exempt it.
Plan a useful, repeatable schedule
Choose subjects that are immediately relevant to the community, including development, agriculture, health, education, environment, social welfare, community development and culture. A practical schedule might rotate agricultural information, health and education explainers, local culture, interviews, employment information and public announcements. The station should use its committee to review the schedule and ensure that community participation and women’s empowerment commitments are reflected in actual programmes.
Know the news and content limits
Political news and current affairs are prohibited, subject to the policy’s limited treatment of Akashvani-sourced news and other stated exceptions. Specified non-news categories include traffic and weather, local cultural events, examination and career information, employment opportunities, and public announcements about civic amenities, natural calamities and health alerts. Check the policy’s precise categories rather than assuming that a topic permissible on a general YouTube channel is automatically permissible on a CRS.

Keep the required broadcast records
The permission holder must preserve programmes broadcast for three months. Assign a person to maintain and retrieve recordings. Label each item with its broadcast date, language, producer, rights notes and archive location, then check retention routinely so recordings are not lost or deleted too early.

Under the MIB policy, a CRS is expected to have a 5–10 km service range at up to 100 W Effective Radiated Power (ERP). Higher power, up to 250 W, may be considered case by case when the applicant establishes a need and obtains the required approvals. Antenna height is ordinarily at least 15 m and no more than 30 m above ground. These are policy parameters, not a guarantee of a particular station’s coverage: terrain, site, frequency and approvals matter. Coordinate the FM design through the permission process rather than treating the stated range as a fixed radius.
YouTube is a separate internet-distribution layer. Its availability depends on the audience’s internet access, devices and platform conditions; it does not expand the licensed FM footprint or confer FM permissions.

5. Choose a YouTube production route that fits the station
YouTube identifies mobile, webcam and encoder routes for live streaming. The right choice depends on the programme, existing studio equipment, available operators and the connection—not on a universal equipment list. Review YouTube’s live-stream setup guidance before configuring the channel.

A station with a working studio console may need only a clean audio feed and a simple camera; a multi-microphone discussion may call for an audio interface or mixer and an encoder. A USB audio mixer is relevant only if the existing equipment cannot combine the required sources. Inventory the console, microphones and interfaces first; YouTube does not require a mixer.

6. Test the channel and connection before going live
Check livestream eligibility and activation early
YouTube’s current setup guidance says the channel must be verified and must not have a live-stream restriction in the preceding 90 days; the person livestreaming must be at least 16. First-time live-stream activation may take up to 24 hours, so enable the feature and test it before the programme date. See YouTube’s setup requirements for current instructions.

Match quality to measured upload capacity
Run a speed test on the actual connection and at a time representative of the planned broadcast. YouTube recommends enough outbound bandwidth for the chosen bitrate plus 20% headroom; other household or office use can reduce the capacity available to the stream. Its H.264 guidance gives recommended bitrates of 4 Mbps for 480p at 30 frames per second and 8 Mbps for 720p at 30 frames per second. Those are platform recommendations, not a promise that a rural connection will sustain them. Consult the current YouTube encoder settings and streaming tips.
Start at the lowest reliable setting that keeps speech clear, then test representative movement and the real studio audio path. If the connection cannot sustain the selected video setting, reduce the load or use a fallback such as audio-first programming or a recorded upload. Do not assume a speed-test result at one time of day predicts the connection at airtime.
Rehearse the complete programme path
- Set up the channel and stream in advance. Follow YouTube’s current live setup instructions, use the channel’s stream key in the selected encoder, and keep the key private.
- Check the source mix. Confirm that presenters are audible, levels are usable and the encoder is receiving the intended studio or field audio.
- Run a representative test. Use speech, expected movement and only rights-cleared music or other material. Check the preview before making a public programme.
- Verify what viewers receive. Confirm that the stream is visible on the channel and watch page, then check it on a phone as well as at the production desk.
- Start early and monitor. YouTube advises setting up the encoder ahead of time and starting it at least 15 minutes before the scheduled start. Watch stream health and listen for audio or video problems.
- Keep a local recording. Store the programme alongside the station’s broadcast records, with the date and rights notes, so a connection failure does not erase the programme record.
7. Clear rights for both FM and online use
The station is responsible for having the necessary rights to the live content it uses on Google services around the world, including applicable music rights involving artists, labels, publishers and other royalty participants. YouTube’s livestream terms also require compliance with applicable laws and regulations in the territory of the stream. Confirm permissions for songs, performances, recorded programmes, images and guest contributions for both FM transmission and YouTube live and archive use. Do not assume a broadcast arrangement or a music source automatically covers online use. Review YouTube’s livestream terms.

Put consent and account-security practices in the operating plan. Obtain appropriate consent from identifiable interviewees, with particular care for children and vulnerable people; moderate chat; restrict channel administration to trusted people; and protect the stream key and account-recovery details. Avoid exposing personal information or sensitive locations unnecessarily. YouTube’s streaming tips also address privacy and channel access.
8. Budget using the CRS revenue rules
The 2024 policy prohibits sponsored programmes except qualifying public-interest programmes sponsored by central or state governments and other organizations. It permits limited advertisements and announcements about local events, businesses and services, and employment opportunities up to 12 minutes per hour. Revenue from these announcements is restricted to CRS operational and capital expenditure; using a surplus is conditioned on prior written MIB permission and the organization’s primary purpose. Read the policy’s funding provisions before relying on advertising to fund operations.
A PIB release dated 13 February 2024 reported a government advertising rate of Rs. 74 per 10 seconds. That is the rate reported in that dated release, not an assurance of the current rate. Check the current policy and rate before using it in a budget. The same PIB release reported 481 commissioned or operational community radio stations in India and said more than 133 had become operational in the preceding two years; these are historical figures as of that release, not a current count. MIB lists 2026–31 implementation guidelines for the Central Sector Scheme “Supporting Community Radio Movement in India,” dated 28 July 2026. Confirm the scheme document and the MIB scheme listing directly before treating grants, eligible expenses or application conditions as available to your station.
