Amazon Lightsail’s published $5/month Linux/Unix bundle is a candidate, but its Mumbai region gets half the bundle’s listed transfer allowance, and the final INR bill depends on conversion, taxes and any overage. Oracle lists generous outbound transfer terms for some regions, but that alone does not establish an appropriate instance within budget. Before choosing a VM, calculate your stream’s monthly data use and verify the actual regional allowance and total bill.
What to check before choosing a cloud server
A low VM sticker price does not establish that a server can encode or relay a continuous live stream reliably. Treat the plans below as candidates, not tested recommendations: no sustained 24/7 workload test or complete Mumbai configuration cost is established here.
- Monthly total: Check the billing currency, currency conversion, taxes, storage, and transfer charges—not just the advertised VM price.
- Region and transfer: Confirm the allowance for the exact region you select and how the provider counts inbound and outbound traffic.
- Workload: Decide whether the server must encode video or merely relay an already encoded feed. The required compute can differ, but the available plan information does not benchmark either workload.
- Reliability: Verify provider limits and instance availability, then test the full setup for a sustained period, including reconnect behavior and monitoring.
Cloud server candidates
Amazon Lightsail
AWS lists a Linux/Unix bundle at $5/month with 0.5 GB memory, 2 vCPUs, 20 GB SSD and 1 TB of transfer in its general pricing table. AWS says Mumbai and certain other regions receive half the general transfer allowance, so do not assume the Mumbai instance includes the full listed 1 TB. The published price is not an all-in INR monthly total and does not prove that the bundle can reliably encode or relay your stream. Check the current Lightsail pricing and regional allowance before provisioning.
Lightsail counts both inbound and outbound instance transfer toward the allowance; excess outbound data is chargeable. That matters if your process pulls a source feed into the VM as well as sending the stream to YouTube. Review the Lightsail transfer allowance rules and estimate both directions rather than treating the full allowance as upload-only.

Oracle Cloud Infrastructure
Oracle’s India price list shows the first 10 TB per month of outbound transfer from APAC, Japan and South America as free. That allowance is not proof that a suitable full instance configuration will fit under ₹1,000, nor does it establish compute performance for continuous streaming. Check the exact instance, region, storage and billing terms on the Oracle India Cloud price list before treating it as a budget option.

Transfer use scales with the average bitrate and the number of hours streamed. Use your actual outgoing bitrate and billing period:

Data in bytes ≈ bitrate in bits per second × 3,600 × hours streamed ÷ 8
For a full month, use 24 hours per day multiplied by the number of days in that billing period. Add allowance for protocol overhead, and account for any inbound source feed if your provider counts both directions. Compare the result with the selected region’s rules, not a headline allowance for another region.

For a practical starting point, YouTube’s current encoder guidance recommends H.264 at 3 Mbps for 480p30 and 720p30, and 5 Mbps for 1080p30. Those are ingest recommendations, not a measurement of VM needs or a guarantee that a particular server will remain stable. See YouTube’s live encoder settings for current guidance.
Configure and test the stream before relying on it
Whether encoding on the VM or relaying an existing feed, use YouTube’s stream setup guidance and test the actual content and connection before counting on a 24/7 run.

- Choose the workload. Establish whether the VM will encode video or relay a feed that is already encoded. Do not infer encoding capacity from the plan’s vCPU and memory listing alone.
- Set the encoder for YouTube ingest. YouTube supports RTMP and RTMPS and recommends RTMPS, constant bitrate (CBR), and a two-second keyframe interval. Use the bitrate recommendation for your target resolution and frame rate, then check the current YouTube guide for other settings.
- Test representative material. Include the audio and motion typical of the stream. YouTube says, “Make sure to test before you start your live stream.”
- Check upload capacity and health. YouTube recommends running a speed test to test upload bitrate. Monitor stream health during the test and confirm the observed outgoing rate against the provider’s transfer accounting.
- Test recovery and cost exposure. Check what happens after a dropped connection or process restart, and monitor transfer use and projected charges. A short successful test does not demonstrate continuous reliability.
Work out whether the monthly budget really fits
Before starting a long-running instance, calculate the bill for the exact region and configuration. Include VM charges, currency conversion, applicable taxes, storage, and any transfer overage. For Lightsail in Mumbai, use the regional transfer allowance and remember that both inbound and outbound data count. For Oracle, confirm the instance and other billable resources separately from its published outbound-transfer terms.
Because the available published figures do not establish an all-in INR total or sustained streaming performance for a specific configuration, neither candidate can be called a proven under-budget recommendation. Recheck provider pricing at the time you deploy; cloud prices and terms can change.
