If a YouTube live stream buffers while running through a Linux VPS, collect time-aligned CPU and disk measurements during the interruption before blaming the VPS. %steal can indicate time spent waiting for the hypervisor to schedule virtual CPUs; %iowait and device statistics can help investigate storage pressure. None proves the cause alone. Check the network path and YouTube latency setting in parallel, since either can affect playback.
What CPU steal and I/O wait can tell you
CPU steal is hypervisor scheduling wait
The iostat and mpstat manuals define %steal as the percentage of time a virtual CPU spends in involuntary wait while the hypervisor services another virtual processor. It is not CPU time consumed by your guest process. If it rises during buffering, host scheduling contention is worth investigating, but that correlation does not by itself establish the cause. iostat manual; mpstat manual.
I/O wait is not disk latency
%iowait describes CPU idle time while a disk I/O request is outstanding. It is a clue, not a direct measure of application-visible read latency. Interpret it alongside interval device statistics and the workload; a single counter cannot establish that storage caused playback interruptions. iostat manual.
Find out what the VPS is doing
Before interpreting disk activity, establish whether the VPS is encoding video, ingesting or relaying a stream, or serving another application. Identify the relevant processes and observe their CPU and I/O activity during the symptom. Do not assume the stream workload is disk-heavy.

Collect measurements during the buffering window
1. Record the symptom and its context
- Note the start and end times, with the time zone, and whether the interruption is recurring or brief.
- Establish whether one viewer or several are affected and whether other services on the VPS show problems.
- Record the stream’s latency mode and what the VPS does in the streaming path.
These details help distinguish a host issue from a viewer-specific or stream-configuration issue.
2. Capture repeated CPU and device reports
On a system with a compatible sysstat version, run:

iostat -xz 1 10
This requests extended device and CPU reports at one-second intervals for ten reports. Check the installed manual first: supported flags, reported fields, and device mappings vary. The first report normally covers activity since boot rather than only the interval; use -y where supported to omit that report:
iostat -xz -y 1 10
Identify which virtual block device backs the filesystem used by the relevant workload. Compare activity in the affected intervals rather than relying on a since-boot average. The iostat manual documents report behavior and options.

3. Check per-CPU steal and load
Where supported, collect per-processor statistics at the same interval:
mpstat -P ALL 1 10
Compare %steal and %iowait with user and system CPU time. Look for changes that coincide with the reported interruption, not merely a high-looking value outside that window. Consult the host’s manual for the installed version and its output fields. The mpstat manual.

4. Correlate device counters and application activity
Linux exposes block-device statistics through /proc/diskstats and /sys/block/<device>/stat. Tools including iostat and sar commonly read these interfaces. Check the fields your system provides and interpret them in the context of the device, kernel interface, and actual application reads and writes; field values alone do not reveal the user-facing cause. Interpret the evidence without jumping to a fix

Short stalls can disappear in averages. Compare measurements from the same short window across CPU, device, network, and application logs. No universal %steal, %iowait, or device counter threshold establishes that a VPS must be upgraded or that its provider is at fault. Compare the event with a baseline for that host and investigate what changed.

Check YouTube latency and the network path too
Host telemetry is only part of the diagnosis. YouTube says, “Network congestion and other factors may also cause live streaming issues, which can delay the stream.” It also explains, “The lower the latency, the less read-ahead buffer the video player will have.” A smaller read-ahead buffer can make playback interruptions more likely, even when average network capacity appears sufficient. For interactive streams, latency is a trade-off: YouTube describes normal latency as the setting with the lowest viewer buffering, while ultra-low latency may increase the chance of buffering. Check the configured mode and compare it with the stream’s needs rather than treating a change in VPS metrics as the only possible explanation. Network congestion, latency, and host measurements should be evaluated against the same symptom window.
Choose a next step based on repeated, aligned evidence
- If elevated steal repeatedly coincides with interruptions while guest CPU demand does not explain them, preserve the interval logs and ask the VPS provider to investigate host scheduling for the affected period.
- If device-level activity or latency-related fields repeatedly align with the symptom and the workload’s I/O, investigate the relevant virtual device, filesystem, and storage arrangement before changing storage.
- If host CPU and device metrics do not align with the interruptions, examine the network path, stream latency mode, and application or viewer-specific logs.
- If measurements are inconclusive, capture another event with synchronized timestamps rather than treating one snapshot as a diagnosis.
Decide on provider escalation or resource and storage changes only after repeated measurements align with the symptom and you understand the VPS architecture involved.
