It can reduce delay, but it is not a switch in an encoder or a tag in a playlist: the encoder and packager, origin, CDN or other caches, and player all need to support the relevant behavior.
What LL-HLS is
HLS delivers media over HTTP, typically through playlists that tell a player which media segments to request. Traditional HLS emphasizes reliable delivery, but the player may wait for a segment to finish and for the playlist to update before it can play newer media. LL-HLS adds protocol mechanisms that make media available sooner and reduce the wait for playlist changes. Apple describes the goal as retaining HLS’s scalability while reducing live-stream latency over public networks. Apple’s LL-HLS guide says the normative low-latency extensions are in HLS 2nd Edition revision 7 and later.
LL-HLS is a mode of HLS delivery, not a separate video format and not a guarantee of a particular delay. The actual result depends on the complete delivery path and conditions such as network round-trip time, configuration, cache behavior, and player compatibility.
How LL-HLS reduces waiting
Partial segments
A partial segment is a smaller piece of a parent media segment that can be published before the whole parent is complete. The player can begin requesting these parts rather than waiting for the full segment. Apple’s illustrative example contrasts regular six-second segments with 200-millisecond partial segments; those are examples, not universal settings. Apple notes that partial segments can be CMAF chunks, and that a parent segment contains the same media as the concatenation of its parts.

Blocking playlist reloads and delivery directives
In conventional HLS, a player may repeatedly request a playlist and wait for it to change. With a blocking playlist reload, the client can ask the server to hold a playlist request until a requested later segment or part is available. This reduces polling and the delay between media becoming available and the player learning about it.
LL-HLS uses delivery directives in playlist requests to specify the desired state. _HLS_msn identifies a media sequence number; _HLS_part requests a particular part and is used with _HLS_msn; and _HLS_skip requests a shortened playlist update.
Playlist delta updates
A delta update avoids resending playlist content the client already has. A client can request a delta with _HLS_skip; the response represents omitted earlier content with EXT-X-SKIP. Apple recommends delta updates for services whose playlist windows are longer than two minutes. If a service offers delta updates and uses EXT-X-DATERANGE, Apple says it should also use CAN-SKIP-DATERANGES=YES.

Preload hints
EXT-X-PRELOAD-HINT identifies an upcoming part or initialization section so a player can request it before it is ready. The server can hold or complete that request when the resource becomes available, reducing the wait after publication.

Rendition reports
EXT-X-RENDITION-REPORT reports the latest media sequence and part available in another rendition. That information can help a player switch between renditions with fewer extra requests.
What creators and streaming teams need to verify
Support the whole delivery chain
Apple warns that backend production tools and content delivery systems need to implement LL-HLS rules. Verify support at each stage: encoder and packager output, origin handling, CDN or HTTP cache behavior, and the playback client. A playlist that contains LL-HLS tags—or a single component advertised as LL-HLS-compatible—does not establish that end-to-end LL-HLS is working.

- Confirm the packager produces the required partial-segment and playlist behavior.
- Check that the origin and CDN or other HTTP caches correctly handle blocking reloads and the delivery directives.
- Test with the player and devices your audience actually uses, including rendition switching and fallback behavior.
- Measure end-to-end delay from capture to playback in the intended audience geography and under representative network conditions.
Set part duration with network conditions in mind
Apple’s HLS Authoring Specification for Apple devices ties Part Target Duration to client-to-server network round-trip time. It states: “The Part Target Duration MUST be at least the maximum round-trip time (RTT) to the server that 95% of the clients are expected to see (P95 RTT).” Apple further says it “SHOULD be at least three times the P95 RTT” and that the “RECOMMENDED Part Target Duration is one second.” These are protocol authoring recommendations and requirements; one second is not a promise of one-second end-to-end latency.
Respect part hold-back
Apple specifies that the PART-HOLD-BACK value “MUST be at least three times the Part Target Duration.” Hold-back is a configuration constraint for playback, not a standalone measure of the delay viewers will experience. A value that satisfies the rule does not account for capture, encoding, delivery, buffering, or playback delays elsewhere in the chain.

Keep caches and playlists current
LL-HLS is designed for delivery through CDNs and other HTTP caches. The client needs reasonably up-to-date media playlists for low-latency startup; stale playlist responses or caches that mishandle LL-HLS requests can erase the benefit of smaller media parts. Validate behavior through the actual production route rather than testing only against a local origin.

Plan for fallback
Apple describes LL-HLS syntax as backward-compatible. If a server lacks an aspect of the needed configuration, clients can fall back to regular-latency HLS. That can preserve playback, but playback continuing does not mean low-latency mode is active. Test both the intended low-latency path and the fallback path so you know what viewers receive when a component cannot support the extensions.

Apple’s WWDC20 session description says its LL-HLS extensions combine HLS quality and scalability with “a stream delay of two seconds or less.” That is Apple’s stated capability, not an independent benchmark or a guarantee for every stream, network, CDN, or player. Apple’s WWDC20 session explains the claim in the context of the protocol. For a real production, measure capture-to-viewer delay across the full path and report the test conditions and audience location.
How to evaluate an LL-HLS implementation
Apple’s specifications describe mechanisms and requirements, not a ranking of commercial encoders, packagers, CDNs, or players. When evaluating a proposed setup, ask vendors or test the following in combination:

- Does it create partial segments, including CMAF chunks where applicable?
- Does it support blocking playlist reloads and the
_HLS_msn,_HLS_part, and_HLS_skipdirectives? - Does it provide delta updates, preload hints, and rendition reports as needed?
- Do the origin and CDN or HTTP caches preserve the required low-latency behavior and current playlists?
- Which playback clients support the intended mode, and what happens when they fall back?
- What end-to-end latency has been measured in the target geography, on the actual delivery path, and under what conditions?
- What operational changes are needed to monitor, troubleshoot, and maintain the low-latency path?
