The key constraint is not your BSNL plan’s advertised download speed: measure stable upload on the connection you will use, leave bandwidth headroom, and test the complete stream in YouTube Studio before relying on it. BSNL upload performance varies by plan, location, and network conditions, so no single bitrate is right for every connection.
Before you start: check YouTube eligibility and activation
Your YouTube channel must be verified and must not have a live-streaming restriction within the preceding 90 days. If this is your first live stream, activation can take up to 24 hours, so enable the feature well before your planned broadcast. See YouTube’s live-streaming eligibility and setup guidance.
Create the YouTube stream and protect its key

Open YouTube Studio and go to the Live Control Room. Create or manage a stream using YouTube’s encoder workflow.

Copy the stream URL and stream key shown for that stream. In OBS, you can select YouTube/RTMPS and enter the key in the stream settings.

Treat the key like a password: anyone who obtains it may be able to send a feed to your stream. Do not publish it or share screenshots that reveal it. YouTube documents the encoder workflow in its live-streaming setup instructions.
Build a repeating video in OBS Studio

Install and open OBS Studio for Windows. In the Scenes panel, create a scene for the broadcast.

In Sources, choose + > Media Source, give the source a name, and select the prerecorded video file on your laptop.

Enable Loop in the Media Source properties, then confirm the source. OBS will restart playback when the file ends. OBS lists MP4, TS, MOV, FLV, MKV, AVI, GIF, and WebM among its supported video formats; verify that your chosen file’s audio plays and that the transition back to the beginning works as intended. Check the preview: the video should fill the frame as intended, and the OBS audio mixer should show activity when the file contains sound. A single Media Source with Loop enabled is simplest for one repeating video. For a rotation of files, OBS also documents a VLC Video source with a looping playlist; it requires VLC to be installed.
Set OBS output to fit the connection
In OBS, open Settings > Stream, choose YouTube/RTMPS where available, and enter the stream key. Under Settings > Output, use CBR rate control and a two-second keyframe interval for the standard YouTube encoder path. YouTube supports H.264 and recommends RTMPS for typical SDR streaming. Configure resolution, frame rate, and bitrate to match both the source and the connection; YouTube’s live encoder settings give these H.264 bitrate recommendations:

These are YouTube encoder recommendations, not measurements or guarantees for a BSNL connection. They describe video encoder settings, not the upload capacity your line will sustain. Choose a lower output if that is what your measured, stable upload can support. A steady lower-resolution loop is preferable to a sharper stream that repeatedly loses frames.
Measure BSNL upload and leave headroom
Run an upload speed test on the same laptop and BSNL connection you plan to use, ideally at the time and location of the broadcast. Download speed is not a substitute: YouTube notes that inbound bandwidth is often greater than outbound bandwidth. Its guidance recommends leaving about 20% bandwidth headroom for the primary stream, a backup stream if used, and other traffic; the actual sustained upload can still fluctuate. Do not set OBS bitrate equal to a brief speed-test result. Leave room for variation and household traffic, then confirm the setting with a sustained test.

YouTube’s roughly 20% headroom guidance and OBS’s general troubleshooting suggestion to start at 75% of total upload are different rules of thumb, not guarantees. Use a conservative bitrate and validate it on the real connection.

An Ethernet cable may remove Wi-Fi as a source of local variation if both laptop and router support it. It cannot increase the upload provisioned by your BSNL plan or fix ISP congestion or an outage. Check laptop and router compatibility before buying an adapter.
Go live and test the complete path

In OBS, click Start Streaming. Open the stream’s Live Control Room preview in YouTube Studio and confirm that the video and audio arrive correctly.

Test with content that has similar movement and audio to the planned broadcast. Watch YouTube’s stream-health messages and OBS’s connection indicator, and let the loop run long enough to see it restart.

Do not treat an idle speed test or a brief preview as proof of long-term stability. Test on the intended BSNL connection and check performance during a sustained run before depending on the stream.

OBS shows dropped frames or a yellow/red connection indicator: the connection may be unstable or unable to sustain the bitrate. Lower the video bitrate in Settings > Output, check for other household upload traffic, and run another sustained test. OBS notes that bitrate should fit stable upload speed and the streaming service’s limits.

YouTube preview is blank or the stream does not start: check that live streaming is activated for the channel, the correct stream is selected, and OBS has the matching stream key and YouTube/RTMPS settings. If this is the first stream, activation may still be pending.

The video plays once instead of repeating: reopen the Media Source properties and confirm Loop is enabled. Test playback through the end of the file.

The picture works but sound is missing: check that the selected file has an audio track and that its level appears in the OBS audio mixer. Confirm audio in the YouTube preview as part of the test.

The loop stutters or quality degrades: reduce the output bitrate or resolution and test again. The source file, laptop capability, upload variation, and competing network traffic can all limit a stable broadcast; do not assume the BSNL plan’s advertised download rate indicates available upload.
