What Is Media over QUIC (MoQ)? A Guide to the New Streaming Protocol

Media over QUIC is an IETF effort for low-latency media delivery. Learn how MOQT’s publish/subscribe design works, what it aims to support, and its current draft status.

Media over QUIC (MoQ) is an IETF effort to develop low-latency ways to publish and deliver media. Its current transport work, Media over QUIC Transport (MOQT), uses a publish/subscribe model over QUIC and WebTransport and can deliver data directly or through relays. MOQT is still an evolving Internet-Draft, not a finished standard.

What MoQ means—and what it does not

Media over QUIC refers to an IETF working-group effort to develop mechanisms for media ingest and distribution. The current transport specification is called Media over QUIC Transport (MOQT). It describes how producers publish media and how subscribers receive it, using QUIC and WebTransport as underlying transports. The IETF working-group charter identifies this work as protocol development for media delivery.

MoQ is not a streaming app, a single vendor’s product, or a guarantee that a particular stream will have a specific latency or quality. It is also not a replacement for every existing delivery protocol. The current evidence establishes an evolving protocol design and its intended uses, not universal deployment or measured performance advantages.

How MOQT works

Publishers and subscribers

MOQT uses a publish/subscribe model: a producer publishes media data, and subscribers receive the publications they need. The draft is designed to support communication directly between endpoints or through intermediate relays. In a relay-based path, delivery need not depend on a single direct connection from producer to every receiver.

Transport mechanisms

The current draft describes use of QUIC and WebTransport, along with streams, datagrams, priorities, and partial reliability. These are transport mechanisms available to the protocol; they do not, by themselves, establish a particular end-to-end latency, picture quality, or reliability outcome. Those results depend on the complete deployment and conditions.

Media and delivery support

The IETF charter describes support for audio, video, and timed metadata, including examples such as closed captions and cue points. It also identifies interoperable media-format indication, rate-adaptation strategies, and cache-friendly mechanisms as areas the common protocol should support. These are protocol design goals, not proof that every implementation provides each capability today.

Why relays matter

MOQT is intended to work through intermediate relays as well as directly between endpoints. The charter also discusses relays, caches, and replication points as possible components for improving delivery performance. In practical terms, this makes the protocol’s intended delivery model broader than one sender-to-one-receiver connection. It does not mean that every MOQT deployment uses a relay or that relays guarantee a particular scale or performance.

What MoQ is intended to be used for

The IETF names live streaming, gaming, and media conferencing as target use cases, with a low-latency ingest and distribution goal. The charter also says the solution should be implementable in browser and non-browser endpoints. These are stated goals and application areas, not independent test results or a claim that all products in those categories currently support MOQT.

The draft describes MOQT as media agnostic. As the IETF transport draft puts it: “Despite its name, MOQT is media agnostic and can be used for a wide range of use cases.” The intended scope therefore concerns publication and delivery mechanisms, rather than one specific media format or type of application.

What MOQT does not define

The working group’s scope has explicit boundaries. It will not modify the underlying QUIC transport or define discovery signaling for finding media producers, consumers, or relays. The charter says media metadata should be authenticated and integrity-protected end to end, but establishing the keys for those protections is out of scope. MOQT alone therefore should not be treated as a complete discovery or key-management system.

Is MoQ a finished standard?

No. The current transport document, draft-ietf-moq-transport-21, is an Internet-Draft dated 8 September 2026 and intended for standards-track publication. The IETF working-group page lists future publication milestones for the transport and related documents. Describe MOQT as an IETF work in progress or an evolving Internet-Draft—not as a completed RFC. The available standards information also does not establish broad production interoperability.

For the latest status, consult the IETF Media over QUIC working-group page and the transport draft itself; draft contents and milestones can change as the work proceeds.

How to think about MoQ alongside existing streaming protocols

The IETF materials establish MOQT’s goals and architecture, but do not provide a head-to-head comparison with HLS, DASH, or WebRTC. It would be misleading to claim on this basis alone that MoQ is faster, scales better, or should replace any of them. When evaluating a protocol for a real service, compare the requirements that matter to that service:

  • Latency: define the required end-to-end delay and verify it under representative network and workload conditions.
  • Delivery topology: determine whether direct delivery, relays, caching, or replication fit the intended audience and infrastructure.
  • Endpoints: check the actual browser and non-browser implementations required; a protocol goal is not the same as support in a specific product.
  • Media handling: confirm the formats, timed metadata, and rate-adaptation behavior needed by the application.
  • Maturity and interoperability: account for MOQT’s Internet-Draft status and verify compatible implementations rather than assuming broad support.
