What Is a WebRTC Signaling Server and How Does It Work?

A WebRTC signaling server carries SDP offers, answers, and ICE candidates between peers; ICE, not signaling, checks and selects the network path.

A WebRTC signaling server is an application’s messaging channel for exchanging the setup information that two peers need to establish a WebRTC connection. It commonly carries SDP offers and answers and ICE candidates. It does not, by itself, find the network route or carry the call’s media: WebRTC leaves signaling to the application, while ICE tests possible network paths.

What a WebRTC signaling server does

WebRTC provides browser APIs and peer-connection mechanisms, but it does not prescribe a signaling protocol or require a particular signaling-server product. An application chooses how its peers exchange negotiation messages. That channel might be built with an HTTP-based API, a REST service, RPC, or a messaging system suited to the application. The server’s essential role is to get the right setup messages to the right peer.

In a typical call, each peer uses an RTCPeerConnection. The caller creates an SDP offer describing session capabilities and sends it through the application’s signaling channel. The other peer responds with an SDP answer that selects the negotiated subset. The peers also exchange ICE candidates so their ICE agents can test possible routes. How connection setup works, step by step

  1. Create an offer: The caller creates an RTCPeerConnection, creates an SDP offer, and sets that offer as its local description.
  2. Send the offer: The caller passes the offer through the application’s signaling channel, addressed to the intended callee.
  3. Create an answer: The callee receives the offer, sets it as the remote description, creates an SDP answer, sets that answer as its local description, and sends it back through signaling.
  4. Apply the answer: The caller receives the answer and sets it as the remote description. At this point, the peers have exchanged session descriptions, but a usable network path still has to be found.
  5. Exchange ICE candidates: Each peer sends discovered candidates through signaling and applies the other peer’s candidates to its peer connection.
  6. Check candidate pairs: ICE tests possible candidate pairs and selects a workable route. The application can observe peer-connection state to determine whether the connection has been established.

SDP is the description exchanged between peers; signaling transports it but does not itself select the network path. The answer indicates which of the offer’s proposed session capabilities the peers have negotiated. The W3C WebRTC specification describes the browser-side peer-connection interface.

Signaling, ICE, STUN, and TURN are different jobs

Component Role
Signaling channel Moves setup messages—such as SDP descriptions and ICE candidates—between the applications.
ICE Gathers candidates, exchanges and checks candidate pairs, and selects a usable route.
STUN Can help an ICE agent discover a server-reflexive address, which may be usable through a network address translator.
TURN Provides relay candidates and can relay traffic when a direct peer path cannot be used.

These services are not interchangeable. A TURN service can be offered by the same provider as a signaling service, but their functions remain distinct. Signaling carries negotiation information; it is not inherently the audio, video, or data path. Likewise, “peer-to-peer” does not guarantee that every packet travels directly between devices: ICE may choose a relayed candidate, in which case TURN relays the traffic. See IETF RFC 8445, Interactive Connectivity Establishment (ICE).

What trickle ICE changes

Without trickle ICE, an implementation may wait for candidate gathering to finish before sending the set. With trickle ICE, a peer forwards candidates as they are discovered. The remote peer can begin processing them and connectivity checks can start while gathering continues, which can reduce setup delay. The signaling channel must route each incremental candidate to the matching peer, and that peer must apply it to the correct connection. Does WebRTC need a signaling server?

WebRTC needs peers to exchange session descriptions and ICE candidates, but the standard does not require a dedicated signaling server or prescribe how that exchange happens. An application can implement the exchange using a server-backed API or messaging service, or another channel appropriate to its design. “Signaling server” names the application-side role, not a standardized WebRTC protocol or a particular product.

Choosing or designing a signaling channel

Because the signaling protocol is application-defined, there is no single transport that is right for every implementation. Evaluate the design against the requirements of the call flow:

  • Delivery and reconnection: Determine how the channel handles lost connections, retries, duplicate messages, and messages arriving out of order.
  • Peer and call routing: Ensure offers, answers, and candidates reach the correct participant and active call.
  • Authentication and authorization: Restrict who can join a call and exchange its negotiation messages.
  • Privacy and retention: Decide what signaling payloads the service can see, how long they are retained, and who can access them.
  • Operations and scale: Consider availability and how the service behaves as concurrent calls and participants grow.
  • Incremental candidate support: Check that the design can route trickled ICE candidates without waiting for the full gathering process.

These are implementation considerations rather than a ranking of transports; the right choice depends on the application’s delivery, security, and operational requirements.

Common misconceptions

  • “The signaling server is the WebRTC media server.” Not necessarily. Signaling conveys setup information; media transport is a separate part of the connection.
  • “A signaling server finds the best route.” ICE gathers and checks candidates and selects a workable route. The signaling channel carries candidate messages between peers.
  • “If the call is peer-to-peer, there is no relay.” ICE can select a TURN relay when a direct route is not usable.
  • “WebRTC mandates WebSockets (or another specific signaling protocol).” It does not prescribe a signaling transport; the application chooses and implements one.
