Yes. YouTube says lower latency can mean more playback buffering: Low and Ultra-low latency reduce viewers’ read-ahead buffer, leaving less room for network fluctuations. If real-time interaction is not important, Normal latency is YouTube’s buffering-first choice. Creators should check upload headroom and stream health; viewers should check their network, playback settings and, on a TV, Broadcast Delay.
Why lower latency can cause buffering
A live player normally keeps some video data ready before it is shown. Lower latency reduces that read-ahead buffer so viewers see the stream closer to real time. When a viewer’s connection varies or becomes congested, the smaller buffer offers less protection against interruptions. YouTube states: “With a lower latency, your viewers may experience more playback buffering.” YouTube’s latency guidance does not provide a percentage of viewers who will buffer, so the risk is relative rather than a guaranteed outcome.
Average connection speed alone does not settle the question: YouTube notes that congestion and other factors can cause live-streaming issues even when the connection can sustain the average bitrate. The right first change depends on whether you need a near-real-time conversation or a stable viewing experience.
Choose a latency mode for the event

These are typical latency descriptions from YouTube, not guarantees for every viewer. YouTube describes Normal as the highest-quality viewer setting with the lowest viewer buffering. For documentaries, premieres with little audience interaction, and other watch-focused streams, that trade-off often favors Normal over shaving seconds off delivery.

Creator settings to check in YouTube Studio
1. Select a mode that matches the event
- Open YouTube Studio and go to the Live Control Room for the stream.
- In the stream settings, choose the latency mode. Use Normal when viewer stability matters more than rapid chat or poll responses; choose Low or Ultra-low only when the interaction needs justify the buffering trade-off.
- Note that webcam and mobile streams are always configured for interactivity; their latency cannot be selected manually.
Low latency is not available for 4K/2160p. YouTube says 4K streams are optimized for quality at Normal latency. If you need 4K, plan on Normal rather than trying to force a low-latency setting. YouTube’s encoder settings guidance covers supported stream configurations.
2. Leave upload bandwidth headroom
Check the total bitrate your encoder sends and compare it with the available outbound upload capacity. YouTube recommends leaving 20% headroom beyond the total streaming bitrate. Other people or devices using the same connection can reduce what remains available to the stream, and network congestion can still matter even when a speed test’s average looks sufficient. 3. Test and monitor stream health
- Before the event, test with representative audio and motion; a static test may not reflect a demanding section of the programme.
- During the stream, check the Live Control Room’s stream health and read specific status messages or errors rather than relying on a general connection-speed reading. YouTube’s Live Control Room metrics guidance explains the health indicators.
- Remember that YouTube transcodes live streams into output formats for viewers using different devices and networks. A creator’s outgoing signal and a viewer’s playback experience are related but not identical.
Viewer settings and connection checks
First establish whether the problem is local or stream-wide
Check whether other videos or services also buffer. If the problem affects multiple services, the viewer’s connection or device is a more likely place to investigate than the creator’s latency choice. Follow YouTube’s ordinary device and app checks, including using the YouTube app or a supported browser and reviewing playback settings. YouTube’s playback troubleshooting guide lists viewer-side steps.
Adjust Broadcast Delay on a TV
In the YouTube app on a TV, open Settings > Broadcast Delay. YouTube describes Default as best for minimizing playback interruptions. Decrease is intended to reduce live spoilers while retaining minimal interruptions. If the priority is uninterrupted viewing, start with Default.

Compare Wi-Fi with a wired connection where practical
If the device supports it, try a wired network connection to see whether Wi-Fi instability is contributing. This is a diagnostic step, not a guaranteed fix: it cannot change the broadcaster’s latency mode or encoder, and it will not resolve every cause of buffering.
Troubleshoot by symptom
