YouTube lists 3 Mbps as the minimum for both. Sending a pre-recorded video through a live encoder does not change the live-ingest recommendation.
Recommended 720p H.264 bitrate for YouTube Live
Use YouTube’s live-encoder guidance when a pre-recorded video is being sent to YouTube as a live stream. Its H.264 live table recommends 8 Mbps for 720p at 30 fps and 60 fps, with 3 Mbps listed as the minimum for either frame rate. YouTube’s encoder settings and bitrate guidance does not specify a separate bitrate exception for pre-recorded footage.

The 5 Mbps and 7.5 Mbps figures are for uploading a video file, not for live ingest. If the goal is for viewers to watch the video as a YouTube Live broadcast, use the live-stream settings rather than substituting the file-upload recommendations. Encoder settings to use with the bitrate
- Codec: H.264.
- Rate control: Constant bitrate (CBR), as YouTube recommends for live encoding.
- Keyframes: Set the keyframe interval to 2 seconds. YouTube says not to exceed 4 seconds.
- Connection: Use RTMPS, which YouTube recommends for streaming.
These settings are for the live encoder sending the video to YouTube; they are not a prescription for exporting a file that will only be uploaded. Follow the encoder’s fields for video bitrate, rate control, keyframe interval, and server/protocol, and match the stream’s resolution and frame rate to the actual pre-recorded source.

Check upload capacity before starting
The connection needs enough sustained upload capacity for the stream’s total bitrate, with additional room for fluctuations. YouTube recommends leaving 20% bandwidth headroom. If you are also sending a backup stream, include its bitrate in the capacity calculation rather than sizing the connection for the primary feed alone. YouTube’s streaming tips cover testing and stream health.
- Check the total outgoing bitrate your encoder will send, including any backup stream.
- Choose an upload connection that can carry that total while retaining about 20% headroom.
- Before the broadcast, test with audio and movement similar to the planned video. A static test image or silent clip may not reveal issues that appear with real content.
- During the stream, watch YouTube’s stream-health indicators and respond to warnings rather than assuming a successful start means the connection will remain stable.
Pre-recorded content and YouTube Live considerations
From the encoder’s perspective, a pre-recorded video being transmitted as a live broadcast is still a live stream ingest. The recommendation is therefore the live H.264 bitrate table, not YouTube’s separate file-upload table. These bitrate settings do not grant rights to music, footage, or other material in the video; make sure you have the necessary rights and permissions before broadcasting.

Troubleshooting bitrate and stream issues
- YouTube reports an unstable or insufficient stream: Check that the outgoing bitrate is within the connection’s sustained capacity, account for any backup stream, preserve the recommended headroom, and test again.
- The stream looks poor despite using the recommended bitrate: Confirm the encoder is actually sending 720p at the intended frame rate and that CBR is selected. A bitrate recommendation cannot correct a mismatched output resolution or a poor-quality source recording.
- The stream fails to meet keyframe guidance: Set the interval to 2 seconds and ensure it does not exceed 4 seconds.
- You used the file-upload bitrate values for a live broadcast: Change to the live-ingest recommendation—8 Mbps for 720p H.264 at either 30 or 60 fps—then retest the full stream path.
