In September 2018, Dharker Studios said its erotic visual novel Negligee: Love Stories had completed Steam’s review process in an uncensored form. Ars Technica reported that the studio planned to release it on September 14. The developer’s phrase “100% uncensored” described the game build; it was not a formal rating or a Valve designation, and sales were still restricted in some territories.
What was the game, and what happened?
Negligee: Love Stories was an erotic visual novel featuring nudity and sexual interactions. The Ars Technica report also noted themes involving pressured sexual relationships, abusive marriages, and adultery. On September 11, 2018, Ars reported Dharker Studios’ statement that the uncensored version “has completed the steam review process,” and that the studio expected it to be available on Friday, September 14. This was a reported approval and release plan from 2018, not confirmation of the game’s present availability.
The word “first” belongs to the news framing around this release milestone. The available reporting supports describing it as an early, prominent example of an uncensored adult game clearing Steam’s review under the platform’s then-new approach; it does not establish a definitive, platform-wide ranking of every earlier game or every kind of adult content.
Why did Steam approve an uncensored adult game?
The release came amid Steam changes that put more emphasis on content filters and developer-provided descriptions. Ars reported that Steam had introduced an Adults Only filter, enabled by default at the time, alongside a way for developers to explain content to shoppers. Valve’s statement, reproduced by Ars, said: “We think the context of how content is presented is important, and giving a developer a place to describe and explain what’s in their game gives you even more information when browsing and considering a purchase.”

That context helps explain why approval did not mean that Steam had given the game a special endorsement. The studio welcomed the policy shift while expressing reservations: “On the whole, what Steam have done is not exactly what we wanted; it isn’t perfect,” Dharker Studios said, calling it “a big step in the right direction,” as reported by Ars. These statements describe the 2018 debate and should not be read as a guide to current Steam rules.
Did “100% uncensored” mean it was available everywhere?
No. PCGamesN reported on September 17, 2018, that Dharker Studios had restricted sales in 28 territories to comply with local laws. The report named Germany, Australia, Japan, and South Korea among them. That figure and those examples refer to the restrictions reported at the time; they do not establish today’s availability or the current law in any location.

So “uncensored” referred to the content of the version the developer said had passed Steam’s review, not unrestricted worldwide distribution. Platform review and local sales restrictions were separate issues in the 2018 account.

What the headline does—and does not—establish
- It does establish: Dharker Studios said the uncensored version completed Steam review, with a release planned for September 14, 2018, as reported by Ars Technica.
- It does not establish: that Valve formally labeled the game “100% uncensored,” that the game was sold in every country, or that the 2018 status describes Steam policy or game availability now.
