If that still is not enough for your chosen picture settings, reduce resolution or frame rate, then test a representative stream and watch YouTube Live Control Room’s stream health.
Why a stream buffers when upload bandwidth is too low
Your encoder sends video and audio to YouTube, so upload capacity—not download speed—is the relevant measure. A fast download result does not show that your connection can sustain the stream’s outgoing data. YouTube says the total stream bitrate must not exceed available upload bandwidth and recommends leaving 20% headroom. That buffer helps account for variation and other traffic, but it is guidance rather than a guarantee of stability. YouTube’s streaming tips explain the bandwidth guidance.
The connection available to the encoder can also change while you stream. Other people or devices using the same network may consume upstream capacity, and a connectivity disruption can interrupt delivery. A result from a single speed test should not be treated as a promise that the same capacity will be available throughout an event.
Check the bitrate against your real upload capacity
- Measure upload speed. Run an upload speed test, not just a download test. If practical, repeat it while the network is under the sort of household or workplace load you expect during the stream.
- Identify the encoder’s outgoing total bitrate. Compare the total stream bitrate with the stable upload capacity available to the streaming device. Leave YouTube’s recommended 20% headroom; if the stream does not fit, lower the bitrate.
- Account for shared use. Pause or reschedule large uploads and reduce avoidable network use during the stream. If other users or devices must remain active, set the stream for the capacity left after their traffic rather than the connection’s best-case speed.
For example, if the stable upload capacity available to your stream is 10 Mbps, a bitrate that uses the whole 10 Mbps leaves no headroom. Applying YouTube’s 20% recommendation gives a stream budget of about 8 Mbps. This is an illustration of the calculation, not a promise that a line advertised at 10 Mbps will deliver 10 Mbps consistently.

Choose a bitrate, resolution and frame rate that fit
Resolution alone does not determine whether a stream will be stable. Match the bitrate to the selected resolution, frame rate and ingestion codec, and choose the best combination that stays within your upload budget. YouTube’s current live-stream encoder table gives these H.264, AV1 and H.265 recommendations; the listed values are encoder settings, not guarantees that an internet connection with the same advertised upload speed will sustain them. Check YouTube’s current live encoder settings because platform recommendations can change. Do not substitute YouTube’s video-upload or VOD bitrate table for its live-ingestion table.

If your stable upload budget with headroom is below the recommendation for your current settings, first lower the encoder bitrate. If that bitrate no longer gives acceptable results at your chosen picture size or motion level, reduce resolution or frame rate and choose an appropriate bitrate for the new combination. A lower-resolution or lower-frame-rate stream that remains stable is usually more useful to viewers than a higher-spec stream that repeatedly stalls.

Check the encoder and YouTube stream settings
YouTube recommends CBR bitrate encoding, RTMP or RTMPS, and a two-second keyframe interval; its guidance says not to exceed four seconds. These settings do not add bandwidth, but they help ensure the encoder is configured for YouTube’s ingest requirements. See YouTube’s encoder settings guidance and Manage live stream settings.
- Bitrate mode: Use CBR as YouTube recommends, and set the bitrate low enough for the connection’s stable upload capacity with headroom.
- Keyframe interval: Set it to two seconds; do not exceed four seconds. If YouTube reports a keyframe problem, check this setting in the encoder.
- Latency: Lower latency can mean more playback buffering, according to YouTube. Latency settings affect playback behavior, not the upstream capacity available to your encoder.
Test before the event and monitor stream health
- Make a representative test. Before the event, test with audio and movement similar to the actual program. A static test image may not reflect the network and encoder demands of a real broadcast.
- Check YouTube Live Control Room. Monitor stream health during the test and event. Read timestamped error messages rather than relying only on whether the preview appears to play.
- Adjust one constraint at a time. If health warnings indicate a bitrate or bandwidth problem, lower bitrate; if the resulting picture is unsuitable, reduce resolution or frame rate. Test again after changing settings.

Troubleshoot dropped frames in OBS
OBS describes network-dropped frames as a sign that the connection to the remote server is unstable or cannot keep up with the configured bitrate. Its official Stream Connection Troubleshooting guide, dated 2024-09-30, discusses dynamic bitrate as a fallback: OBS can reduce bitrate during congestion, but that lowers quality and does not fix the underlying connection problem.
- Dropped frames rise when bitrate is high: Lower the output bitrate so it fits the stable upload budget with headroom. If necessary, lower resolution or frame rate as well.
- Dropped frames continue at a sustainable bitrate: Treat this as a connection-stability problem, not simply a bitrate mismatch. Check whether other network use or a connectivity disruption is affecting the stream, and consult OBS’s connection troubleshooting guidance.
- Congestion is intermittent and you need a fallback: OBS dynamic bitrate may reduce frame loss by lowering bitrate during congestion. Expect reduced picture quality, and continue investigating the connection rather than treating the setting as a permanent fix.
- YouTube reports keyframe trouble: Check the encoder’s keyframe interval against YouTube’s two-second recommendation and four-second maximum.
If the upload connection is the limiting factor
A faster upload plan or a provider-side line issue may be worth discussing with your internet service provider if repeated tests show that the stable upstream capacity is inadequate for the quality you need. Changing a router or cable can help only when the diagnosed fault is on your local network path; it cannot increase the upstream capacity supplied by the ISP.
