How to Automate Droplet Provisioning on DigitalOcean

Use the DigitalOcean API, doctl, or Terraform to create Droplets repeatably, and pass cloud-init user data at creation for first-boot setup. Learn the lifecycle, permissions, and troubleshooting details that matter.

Automate DigitalOcean Droplet provisioning by choosing the tool that fits your workflow: use the API for application-driven requests, doctl for shell scripts and operator tasks, or Terraform to declare and manage infrastructure. For first-boot setup, pass cloud-init user data when you create the Droplet; it cannot be edited afterward, and changing it in Terraform forces replacement.

Choose an automation method

DigitalOcean API An application that needs direct control over requests and responses. Send a bearer-authenticated POST request to /v2/droplets with an image, size, and region; include optional user data in the request. Your application must handle credentials, current catalog values, API responses, and failures.
doctl Shell scripts and command-line operator workflows. Run doctl compute droplet create with image, size, region, and any needed configuration flags. Scripts should use current image, size, and region values and handle command failures.
Terraform Infrastructure that should be described in versioned configuration and managed declaratively. Declare a digitalocean_droplet resource, review a plan, then apply it. Some edits trigger replacement rather than an in-place update, including changes to user data.

These routes are complementary rather than interchangeable: an API client makes requests, doctl wraps common operations for a shell, and Terraform compares declared configuration with managed infrastructure. DigitalOcean documents all three approaches in its Droplet how-tos, doctl documentation, and Terraform guide.

Prepare the inputs before creating a Droplet

A create request needs an image and size; DigitalOcean’s creation guide also has you choose a region. Do not hard-code assumptions about availability: size slugs can vary by region and capacity. Query the current catalog for the target region as part of your workflow. The Droplet creation guide covers the creation choices, and the doctl create reference points to commands for listing current slugs.

  • Image: choose an image that supports cloud-init if first-boot user data must run automatically.
  • Size and region: check current availability for the region where you plan to deploy.
  • SSH access: select the SSH key deliberately; in doctl, the create command exposes SSH key IDs or fingerprints.
  • Networking and optional features: review VPC, public networking, IPv6, monitoring, backups, tags, and volumes against the actual need. Optional features can require additional API scopes.
  • Credentials: store the API token as a secret, never in source control or logs, and grant only the scopes the workflow requires.

Pass first-boot configuration with cloud-init

User data is supplied during creation. DigitalOcean describes it as “arbitrary data, often a script,” and cloud-init can consume cloud-config or scripts on supported images during the first boot. Typical setup tasks include creating users, installing applications, configuring SSH, or customizing firewall rules. DigitalOcean’s guide says cloud-init is available on its latest Ubuntu and CentOS images; verify support for your selected image rather than assuming every image processes user data.

The API accepts user data as plain text with a maximum size of 64 KiB, according to the Droplets API reference. Once the Droplet exists, its user data cannot be edited. Treat first-boot configuration as part of the creation inputs and test changes accordingly.

API request

Send a bearer-authenticated request to POST /v2/droplets with the required image, size, and region values. Add the cloud-config or script text in the user_data field when needed. Keep the token outside the request body and avoid printing authorization headers or secrets in application logs. The API reference documents the request and fields.

doctl command

Install and authenticate the official CLI, then create the Droplet with the current slugs and a user-data file. A command takes this general form; replace the example placeholders with values returned for your account and target region:

doctl compute droplet create my-droplet 
  --region REGION_SLUG 
  --size SIZE_SLUG 
  --image IMAGE_SLUG 
  --user-data-file ./cloud-config.yaml

Alternatively, the create command supports --user-data for inline content. A file is usually easier to review and version for longer setup scripts. Consult the version-specific create command reference for available flags and current syntax.

Terraform configuration

Declare the Droplet and its user data in Terraform configuration, then use the normal plan-and-review workflow before applying. The exact image, region, size, SSH key, and provider configuration must match your environment; look up current values rather than copying a stale slug. The digitalocean_droplet resource reference documents provider arguments and replacement behavior. Changing user_data forces the Droplet to be replaced; changing SSH key configuration also prompts replacement. Review the plan for destruction and recreation before applying, especially if the workload cannot tolerate interruption.

Use least-privilege API permissions

DigitalOcean’s API uses bearer authorization. Its documentation warns that an access token substitutes for a username and password, and that the generated token is displayed only once. Protect it as a secret. For creation, the droplet:create scope reference lists the create scope and required read scopes for Droplets, regions, sizes, actions, images, snapshots, and VPCs. Additional capabilities such as SSH key reads, block storage reads, monitoring creation, database creation, or tag creation have associated scopes. Add these only when the request actually uses those features.

Make provisioning repeatable and safe

  1. Resolve catalog values at deployment time. Check the current image, region, and size slugs, including regional availability and capacity, instead of assuming a value remains available.
  2. Keep setup inputs under change control. Review cloud-config or scripts before deployment and test them on a non-critical Droplet before relying on them for production setup.
  3. Protect secrets. Use a narrowly scoped token, store it in a secret manager or protected runtime environment, and prevent command or application logs from capturing it.
  4. Review lifecycle effects. In Terraform, inspect the plan for replacements. User-data changes and SSH key changes can replace the Droplet, so plan for service interruption or data migration when applicable.
  5. Handle failure explicitly. Check API responses or command exit status and surface failures to the deployment workflow rather than treating a submitted request as proof that configuration succeeded.

Troubleshoot first-boot configuration

  • User data appears not to run: confirm the chosen image supports cloud-init and that the creation request included the intended content. DigitalOcean’s user-data guide describes supported behavior.
  • Cloud-init ran but setup failed: inspect /var/log/cloud-init-output.log on the Droplet for output and warnings, then correct the script or cloud-config and provision according to your chosen lifecycle method.
  • A size or image slug is rejected: query current values again for the chosen region; availability can vary by region and capacity.
  • API authorization fails: verify the token is valid and that the create permission and required read scopes are present. Add optional scopes only for features the request uses.
  • A Terraform edit proposes replacement: read the plan carefully. In particular, user-data and SSH key changes can require recreation; do not apply until the availability and data consequences are understood.
