YouTube supplies the ingest URL and stream key; Hetzner supplies the virtual server, but you configure and operate the encoder yourself. This guide covers the setup and its limits without assuming a particular server size or promising uninterrupted service.
Before you start: confirm YouTube Live eligibility and audio rights
YouTube says a channel must be verified and must not have had live-streaming restrictions in the previous 90 days. Its help page also sets a minimum age of 16 to livestream. Check the current requirements in YouTube’s live-streaming eligibility help before provisioning a server.
Decide which audio you will play and confirm you have the rights and permissions required to stream it. A static image does not change the rights status of the music or other audio. No particular audio source or license is assumed here.
How the setup works
The encoder creates a video stream from a still artwork image and an audio source, then sends that stream to YouTube Live. RTMPS is RTMP carried over TLS/SSL; YouTube recommends it for secure delivery. Your Hetzner server runs the encoder continuously, while YouTube receives and processes the stream.

A 24/7 channel feed is not the same as a guarantee that one live event can run forever. YouTube’s API material recognizes continuous-feed scenarios but does not establish indefinite single-event operation or current archive limits. Confirm the current Live Control Room behavior and applicable limits before relying on a perpetual event.
1. Prepare the stream in YouTube Live
- Check channel eligibility. Verify the channel and confirm it has no live-streaming restriction that would prevent the broadcast.
- Open YouTube Studio and the Live Control Room. Create or configure the live stream using YouTube’s current encoder workflow.
- Copy the ingest details. YouTube provides a server URL and stream key for the encoder. Treat the key as a credential: anyone who obtains it may be able to send content to the configured stream. Do not publish it or place it in a publicly accessible script or repository.
- Plan a test event. Before depending on an always-on broadcast, use the preview and stream-health information in Live Control Room to check the picture, audio, and connection.

2. Create and secure a Hetzner Cloud server
Choose the server and location
In the Hetzner Cloud Console, create a Cloud server and choose a Linux image, server plan, location, and networking options. Assign a Primary IP so the server can communicate over the public internet. Hetzner documents locations in Europe, the US, and Singapore and recommends choosing a nearby location for smaller projects; check the current availability when creating the server. You can rescale resources, but the sources do not establish a minimum CPU or memory size for this particular encoding workload.

See Hetzner’s server overview and location documentation for current options. Choose a size based on the encoder you intend to run, then validate it under the actual workload rather than treating a generic size as a guarantee.
Restrict inbound access
If you attach a Hetzner Cloud Firewall, inbound traffic that does not match an allow rule is blocked. With no outbound rules configured, outbound traffic is permitted. Allow only the inbound administration access you need, and ensure the server can make the outbound connection required by your encoder to YouTube. Confirm the required network path against current provider rules and your encoder configuration.
Hetzner explains firewall behavior in its Cloud Firewalls documentation. Do not open extra inbound ports simply because the stream is outgoing; the encoder-to-YouTube connection is initiated from the server.

3. Configure an encoder for still artwork and audio
Use an encoder that can combine a still-image video track with your audio source, encode or package the result as a live stream, and send it to the YouTube server URL using the stream key. This is an implementation pattern, not a tested command: the specific FFmpeg command, service supervisor unit, reconnect flags, playlist rotation, and restart behavior depend on your media inputs and software configuration and are not specified here.
Apply YouTube’s published encoder guidance
- Protocol: Use RTMPS where supported for secure delivery.
- Video codec: YouTube’s published RTMP(S) guidance lists H.264, H.265/HEVC, and AV1.
- Frame rate: YouTube lists support up to 60 fps. A static-artwork radio stream does not need motion-heavy settings; choose an output profile appropriate to the image and audience.
- Rate control: YouTube recommends constant bitrate (CBR).
- Keyframes: YouTube recommends a two-second keyframe interval and says not to exceed four seconds.
- Audio: YouTube lists AAC or MP3 audio.
- Bitrate: Select a value from YouTube’s published range for your chosen resolution and frame rate. The appropriate value varies by output profile; there is no single universal bitrate specifically for radio with static artwork.
Consult YouTube’s live encoder settings and bitrates for the current tables. YouTube says it detects the encoder settings and transcodes the live stream into multiple output formats so viewers on different devices and networks can watch. That does not remove the need to send a stable, correctly configured input stream.

Keep the process alive and protect your key
Configure your Linux environment to start the encoder after a reboot and to restart it if the process exits, using a process supervisor appropriate to your system. The supervisor should not expose the stream key in logs or a world-readable file. Exact service-unit syntax and reconnect behavior vary by encoder version and setup; verify them against the current documentation for the software you choose.

Automatic process restart can recover from an encoder exit, but it does not prove that YouTube will accept the resumed stream or that a server failure will be covered. Test the behavior with a controlled interruption before treating it as an operational recovery plan.
4. Test the broadcast before leaving it unattended
- Start the encoder and confirm that YouTube’s Live Control Room receives the feed and displays a preview.
- Listen for clear, continuous audio and verify that the intended artwork is visible.
- Check stream-health indicators and confirm the event is accessible as intended.
- Simulate a controlled encoder interruption, then observe whether the process restarts and whether YouTube resumes receiving the feed as expected.
- Review logs and alerts for errors, and repeat the test after significant encoder, operating-system, or stream-configuration changes.
YouTube recommends testing before going live and monitoring stream health. Its LiveStreams resource documentation describes stream status and health information. These checks are an operating procedure, not a claim that any particular server or command has been tested.

Hetzner offers daily backups and manually created snapshots. Its documentation describes seven daily backup slots per server; manual snapshots remain until deleted. Backups and snapshots help preserve or restore server-disk state, but they do not keep an active broadcast online during server failure. Attached volumes are excluded from backups and snapshots, so media or configuration stored on a volume needs its own backup plan.

Review Hetzner’s backups and snapshots documentation and decide how you would restore the server, media, encoder configuration, and stream key access. A restored server may still require you to restart and verify the stream in YouTube.
6. Estimate the ongoing cost
Check Hetzner’s live pricing before choosing a plan. Its Cloud billing model charges for server resources while the server exists, including when it is powered off, and charges for outgoing traffic. Public IPv4, traffic allowances or charges, backups, snapshots, and the chosen region can affect the total. Hetzner says cross-zone traffic is billed like other internet traffic. Because prices and allowances can change, use the current Hetzner Cloud pricing page rather than relying on an old quoted amount.
Your YouTube output profile also affects the connection and audience experience. Compare the chosen resolution and bitrate with the available upstream capacity, then test the real stream. Higher output settings require more bandwidth; the platform’s published bitrate ranges are the relevant starting point, not a special static-artwork preset.
Common problems and what to check
- YouTube does not receive the stream: Recheck the server URL and stream key in the Live Control Room, confirm the key has not been rotated, and check that the server has outbound connectivity to the ingest service.
- Preview appears, but audio is missing: Check the selected audio input, channel layout, and encoder audio settings. Confirm the source itself plays on the server.
- Artwork is missing or the stream is rejected: Verify that the encoder is producing a video track along with audio and that the chosen codec and stream settings follow YouTube’s current guidance.
- Stream health is poor or unstable: Check the server’s available upstream capacity, encoder load, and bitrate against the selected resolution and frame rate. Use Live Control Room health information to guide adjustments.
- The stream stops after a process or server restart: Confirm the supervisor starts the encoder, the media source is available after boot, and the stream key is still valid. A process restart is not the same as confirmed YouTube event recovery.
- You need to restore a failed server: Use an appropriate backup or snapshot for disk recovery, and separately restore excluded volume data. Then restart and verify the live stream; a disk restore is not stream failover.
