Residents and environmentalists oppose the proposed Smokey Mountain waste-to-energy plant because they fear it could threaten livelihoods, displace or exclude communities, and expose people to pollution—while important questions about the site’s safety, land-use fit, and safeguards remain unresolved. Those are objections and risks raised about a proposal, not evidence that the plant is operating or that predicted harms have occurred.
What is proposed for Smokey Mountain?
Philstar reported on May 28, 2026, that Philippine Ecology Systems Corp. (PhilEco) proposed a facility at the former Smokey Mountain dumpsite in Tondo, Manila. The reported plan is a P26.648-billion project designed to generate 100 megawatts and process 3,000 tons of solid waste per day. Those figures describe reported plans, not a built plant’s actual output or throughput.
The scale helps explain why the proposal has drawn concern: it would require a substantial, continuing supply of waste. But the reported capacity does not establish what waste the final design would accept, how much would be available and suitable, or what the plant’s eventual emissions and operating conditions would be.
Why are residents and advocacy groups objecting?
Livelihoods and poverty
Residents and advocates warn that diverting large volumes of waste to a plant could affect people who earn a living from collecting, sorting, and recovering materials. They fear this could deepen poverty, especially if waste workers are not included in planning or protected through a transition. The reports present this as a concern, not a measured forecast of how many livelihoods the project would affect.

In Philstar’s May 28 report, Brex Arevalo of GAIA-Asia Pacific asked: “What will happen to the tens of thousands of waste workers in Manila if all of the waste is used to feed the WtE facility?” That question expresses an advocacy concern; it is not a verified estimate of workers who would lose income because of this proposal.
Displacement and community participation
Opponents have raised the possibility that site preparation could displace residents and have questioned whether affected communities will meaningfully participate in decisions. These reports do not establish that an eviction, demolition, or specific permit action is underway. The practical concern is whether residents’ rights, input, and protections will be addressed before decisions about construction and land use are made.

Health, pollution, and the former dumpsite
Critics point to possible air pollution and combustion residues from incineration. Separately, the Metropolitan Manila Development Authority’s November 2023 final feasibility-study report assessed Smokey Mountain as a possible site and said it could not ascertain whether the ground beneath the former dump was safe and free of toxic substances. It also identified potential noise, air, and water pollution issues.
These are distinct issues: concerns about pollution from waste combustion are not the same as questions about conditions beneath a former dumpsite. The MMDA study flags matters requiring assessment; it does not prove that the proposed plant would cause a particular exposure or that contamination has been established beneath the site. The reviewed accounts provide no project-specific measured estimate of health risk.

Trust and accountability
News reports describe critics challenging PhilEco’s environmental record and raising allegations related to its response to the Navotas landfill fire. Those are reported accusations, not adjudicated findings in the material cited here. A verified account of violations would require the underlying regulator’s notice or final decision, rather than repeating an allegation as fact.
Why is waste policy part of the dispute?
EcoWaste Coalition, as reported by Philstar, argues that the issue reflects broader failures in national waste governance. Greenpeace has argued that incineration is not a solution to the waste crisis. These positions go beyond the plant’s engineering: they ask whether burning waste should be a central response at all, and whether it could compete with reducing waste, reusing materials, and recycling.

The Department of Energy’s August 13, 2026, statement sets out a more limited role for waste-to-energy: it should use appropriate residual waste that cannot be reused or recycled, and complement—not replace—waste reduction, segregation, reuse, recycling, and materials recovery. The DOE says projects must meet applicable environmental laws, permitting requirements, and emissions standards.
The DOE also estimated that Metro Manila generates 9,000 metric tons of municipal solid waste daily and said the current waste stream could support around 200 MW of waste-to-energy capacity, subject to suitable feedstock and technical requirements. These are DOE-wide estimates, not verified figures for the Smokey Mountain project. The department says proposed capacity alone does not secure an award: projects must demonstrate sustainable feedstock, technical and financial capability, environmental compliance, competitive cost, and delivery viability.

What remains unresolved about this proposal?
A national policy statement or a regional feasibility assessment does not establish that this particular project has secured approvals or met project-specific requirements. The available accounts do not settle the proposal’s final permit status, final design, emissions controls, feedstock arrangements, or binding protections for affected communities.
For residents, the consequential questions are whether the site can be shown to be safe and compatible with Manila’s zoning ordinance and comprehensive land-use plan; what pollution controls and monitoring would apply; which waste streams would be accepted; and how livelihoods and community participation would be protected. The MMDA study specifically says construction at Smokey Mountain must be consistent with the city’s zoning ordinance and comprehensive land-use plan. These are questions to resolve, not proof that the proposal has failed a requirement.
Is this the same project as the earlier Smokey Mountain redevelopment?
No. The Supreme Court’s 2007 decision in Chavez v. National Housing Authority et al. describes an earlier Smokey Mountain Remediation and Development Project that included temporary housing, clearing and redevelopment, and an incineration component. That history provides context for the site, but it is not evidence that the earlier plan and the currently reported 100-megawatt proposal are the same facility.
