If YouTube Live Control Room shows a bitrate that differs from your encoder’s target, first verify the active encoder output and the stream key or ingestion settings, then compare the stream’s actual codec, resolution and frame rate with YouTube’s guidance. Check the timestamped Stream health messages before changing anything: YouTube’s published help does not document a specific fix for this exact display mismatch, so treat it as a diagnosis rather than proof that either value is wrong.
What the two bitrate values mean
Your encoder’s configured bitrate is a target for its outgoing stream. A value or error shown by YouTube relates to the stream YouTube receives, but the available documentation does not establish that the two figures are identical measurements. A mismatch alone therefore does not prove that the encoder is misconfigured or that Control Room is displaying an error.
YouTube says it automatically detects encoder settings, while its general guidance has creators set resolution, frame rate and bitrate in the encoder. Its recommendations depend on the codec, ingestion resolution and frame rate—not just the resolution selected in a saved encoder preset.
Check the active encoder and YouTube settings
- Inspect the encoder’s active output profile. Confirm the codec, output resolution, frame rate, bitrate and bitrate mode currently being sent. Do not rely only on a saved preset; check that this is the profile used for the scheduled stream.
- Verify the selected stream key and ingestion settings in Live Control Room. YouTube normally detects resolution and frame rate automatically. Manual resolution settings are available with a custom stream key, so confirm whether one is in use and whether its selected resolution matches the encoder output.
- Compare like with like. Use YouTube’s bitrate row for the codec, ingestion resolution and frame rate actually being transmitted. For the non-variable resolution entrypoint covered by YouTube’s error guidance, use the bitrate specified for the selected ingestion resolution. If your connection cannot sustain the chosen mode, lower the selected resolution.
YouTube’s current English encoder guidance lists H.264, H.265 (HEVC) and AV1 as supported RTMP/RTMPS video codecs. It recommends constant bitrate encoding, a two-second keyframe interval, and no more than four seconds between keyframes. Example recommendations from its table:

These are YouTube recommendations, not universal requirements or proof that a different displayed value is erroneous. Check the current encoder settings and bitrate table for the full guidance, and make sure you are using the row for your actual stream. Table layouts can differ between localized pages.
Read Stream health before making changes
In Live Control Room, inspect the Stream health indicator and its timestamped messages. YouTube says the dashboard checks the stream sent to it and displays errors beside the health indicator; an error continues to appear until corrected. YouTube’s advice is to “monitor the stream health and review messages” during the event. Use the text of the message to decide whether the issue concerns bitrate, connection or another setting, rather than guessing from the displayed number alone. Test upload capacity and the stream itself
A bitrate target is useful only if the connection can carry the outgoing stream consistently. YouTube recommends upload capacity about 20% above the total stream bitrate. If you are sending primary and backup streams, account for both streams plus that headroom. YouTube states: “The total bitrate you’re streaming cannot exceed the amount of upload bandwidth available.”
- Run a test stream with representative movement and audio; a static image may not reveal behavior under normal content.
- Check the preview and Stream health indicator during the test, then monitor again during the event.
- If the connection cannot sustain the selected mode, reduce the stream’s resolution or bitrate in the active encoder profile and test again.

If the mismatch persists
When the active encoder settings and YouTube’s selected ingestion configuration agree, but the displayed value still appears inconsistent, save the evidence before escalating. Include the encoder output settings, the timestamped Stream health text and the time the discrepancy occurred. Contact the encoder vendor or YouTube support with those details; the published guidance does not establish a UI-specific repair for this exact symptom.
Do not assume that restarting the encoder, resetting a stream key or clearing browser data will fix the display discrepancy. YouTube documents stream-key replacement for certain encoder startup or credential problems, not as a remedy for a bitrate display mismatch; see its streaming troubleshooting guidance.
