You can send a prerecorded video or other media file to YouTube Live from an Oracle Cloud Infrastructure (OCI) VM using FFmpeg, but the free allowance does not guarantee that an A1 instance will be available in your home region, sustain a particular upload rate, or remain online indefinitely. The practical route is to check your OCI account and region, create an ARM-compatible VM, prepare a YouTube encoder stream, then test FFmpeg’s connection and stream health before relying on it.

This guide covers the setup and its limits. OCI console labels and capacity can vary by account; the commands below are templates, not a tested, guaranteed-to-work configuration. Verify FFmpeg options against the manual for the build installed on your VM.

Can an Oracle Cloud Always Free VM run a 24/7 YouTube stream?

It may be possible to run FFmpeg continuously on an OCI VM, but “Always Free” describes eligible resource allowances, not guaranteed uptime, region capacity, or streaming bandwidth. Oracle documents Always Free A1 resources as 1,500 OCPU-hours and 9,000 GB-hours per month—equivalent to 2 OCPUs and 12 GB of memory for an Always Free tenancy—and 10 TB of monthly outbound data transfer. These allowances do not promise an assigned network speed or a continuous encoder connection. Oracle’s Always Free resource details and network bandwidth guidance should be checked for current terms.

For readers in India, the key constraint is the tenancy’s home region: Always Free compute is available there, subject to current capacity. An India location does not mean you can choose any Indian region for free resources. Oracle says an out-of-host-capacity message can indicate temporary lack of the selected Always Free shape. Confirm the home region, A1 availability, and tenancy limits in the OCI Console before planning the stream. Oracle’s Free Tier documentation describes these restrictions.

Together with Gigabit LAN, Wi‑Fi, and Bluetooth, you get a fast, flexible, and productive connected environment – wired or wireless.

1. Check the OCI account, region, and VM architecture

  1. Confirm the home region. In the OCI Console, check the region shown for your tenancy and make sure it is where you intend to create the free VM. You cannot assume an A1 free instance is available in a different region.
  2. Check current capacity and limits. In the Console, inspect the available Always Free A1 shape and your account’s service limits. Capacity and quotas are account- and region-dependent; if the shape cannot be created, try later rather than treating a sample configuration as guaranteed.
  3. Choose an ARM64-compatible image. OCI A1 uses Arm processors, so select an ARM64/aarch64 operating-system image and ensure the FFmpeg package or build supports that architecture. Do not assume an x86-64 binary will work.
  4. Keep within the allowance. For the documented Always Free A1 allowance, the tenancy allocation is up to 2 OCPUs and 12 GB memory-equivalent. Treat the published 10 TB/month outbound transfer allowance as a transfer quota, not a throughput guarantee.

Oracle distinguishes its time-limited free trial from Always Free resources; eligible Always Free use can continue after the trial while within the applicable limits. Review Oracle’s free offer terms before creating resources.

2. Create the YouTube encoder stream and protect its key

  1. In YouTube Studio, open Live Control Room and create or schedule a stream using the encoder workflow.
  2. Copy the stream’s server URL and stream key from its stream settings. FFmpeg needs both to publish to YouTube.
  3. Keep the key private. YouTube describes stream keys as similar to a password; do not put one in screenshots, public repositories, shared shell history, or logs. If it is exposed, reset it in the stream settings. YouTube: Manage live stream settings.
  4. For a scheduled stream, follow the Live Control Room workflow: start the encoder, wait for its preview, then select Go live if the stream requires that action.

YouTube accepts RTMP/RTMPS encoder ingest. For a straightforward SDR setup, use RTMPS when the server URL provided by YouTube supports it, H.264 video, AAC audio, constant bitrate (CBR), and a two-second keyframe interval. YouTube’s encoder guidance sets a four-second maximum keyframe interval and provides different bitrate recommendations by codec, resolution, and frame rate; consult the current YouTube encoder settings and bitrates rather than treating any example as universal.

3. Choose a stream profile that the VM can sustain

YouTube’s H.264 recommendations include 4 Mbps for 720p at 30 fps and 10 Mbps for 1080p at 30 fps. These are YouTube’s recommendations, not measured OCI VM capacities. Begin conservatively if you do not know the instance’s outbound performance, then test with representative video and audio. YouTube recommends leaving 20% network headroom and testing with content similar to the actual stream. Encoder settings · YouTube streaming tips.

  • Resolution and frame rate: choose a profile suited to the source and your measured connection; do not upscale a low-resolution source merely to select a higher setting.
  • Video encoding: use H.264 with CBR and a two-second keyframe interval for the baseline workflow described here.
  • Audio: use AAC or MP3 as supported by YouTube’s current encoder guidance. AAC is a sensible starting choice for a typical live program.
  • Headroom: allow at least YouTube’s recommended 20% network margin above the total stream bitrate. A home broadband speed test does not establish the OCI VM’s outbound performance; test from the VM and monitor YouTube’s received stream health.

4. Install FFmpeg and prepare the media input

Install FFmpeg using the package source supported by the ARM64/aarch64 operating system you selected, or use a compatible build. Package names and available encoders differ by distribution and build. Check the installed version and available encoders before choosing command options; this guide does not assert that a specific package version or encoder is present in every image.

Decide whether FFmpeg should encode the media or copy already-compatible streams. Encoding lets you choose output resolution, bitrate, frame rate, and audio format, but uses CPU and depends on an available encoder. Stream-copy avoids re-encoding, but only works when the input codecs and container are suitable for YouTube ingest and the desired output profile. Inspect the media and confirm codec compatibility before using copy mode.

5. Build and test the FFmpeg publish command

The command must specify a media input, suitable video and audio handling, and an output URL made from YouTube’s server endpoint and the protected stream key. Exact flags vary with the installed FFmpeg build, source type, encoding-versus-copy choice, and whether the ingest endpoint uses RTMP or RTMPS. Since FFmpeg’s exact syntax is build- and workflow-dependent, verify the options against the manual for your installed version instead of copying an unverified command into a 24/7 setup.

  1. Run FFmpeg from a private shell session and keep the stream key out of scripts, public files, and shared logs. If you store credentials in a script or service configuration, restrict access to that file.
  2. Use the YouTube server URL and key for the stream you created; check the selected protocol and avoid adding or omitting URL components contrary to YouTube’s supplied endpoint format.
  3. Set output codec, bitrate, frame rate, and keyframe interval to match the profile you selected. For stream-copy, verify that the input streams already meet those requirements.
  4. Watch FFmpeg’s output for connection, authentication, and codec errors. Then check the Live Control Room for preview and stream-health messages before choosing Go live where required.
  5. Test with representative audio and moving video, and repeat after changing bitrate, resolution, or encoder settings.

6. Plan for interruptions and Oracle reclamation

A VM process and a YouTube broadcast are not the same as a guaranteed always-on service. Oracle documents reclamation of idle Always Free instances when CPU utilization at the 95th percentile, network utilization, and—on A1—memory utilization are each below 20% over a seven-day period. A low-bitrate or inactive workload could be vulnerable under that policy; whether a particular stream meets those thresholds depends on actual usage. Monitor the VM and keep a plan to restore the process and stream if the instance stops. Oracle’s policy is described in its Always Free documentation.

YouTube says stopping encoder content ends the stream. Streams shorter than 12 hours are automatically archived; that is not a promise that every longer stream will be archived. Check the current YouTube live streaming requirements and archive guidance for the applicable workflow.

Troubleshooting

Symptom Likely checks and fixes
OCI cannot create the A1 VM Confirm that you are in the tenancy’s home region, that the selected shape is eligible, and that your limits allow it. An out-of-host-capacity error may reflect temporary regional capacity; retry later or review currently available shapes.
FFmpeg cannot connect or YouTube does not show a preview Verify the server URL, stream key, and selected protocol against the stream settings. Check FFmpeg’s output for connection or authentication errors, then inspect Live Control Room stream health.
YouTube reports unstable or insufficient input Lower bitrate or resolution, retain network headroom, and test from the VM with representative content. A published transfer allowance does not mean the VM has a particular sustained upload rate.
FFmpeg reports a missing encoder or incompatible binary Check that the installed build matches the VM’s ARM64/aarch64 architecture and includes the selected codec encoder. Use an available compatible encoder or a valid stream-copy workflow.
The stream stops after a scheduled event or encoder interruption Check whether the encoder process ended and whether the scheduled stream still requires a Go live action. Restart the encoder as appropriate, confirm the preview, and monitor stream health.
The instance disappears or is reclaimed Review Oracle’s idle-instance policy and the VM’s observed utilization. Keep recovery steps and media available so you can recreate or restart the workload if needed; a running FFmpeg command is not a guarantee against reclamation.

Or let it run in the cloud

If the goal is a prerecorded YouTube channel that loops continuously, StreamNeo removes the need to maintain an OCI VM and FFmpeg process yourself:

  1. Upload a recording or build a playlist.
  2. Add your YouTube stream key once.
  3. Go live; StreamNeo loops the uploaded videos from its cloud service.

Your computer and home connection do not have to stay on. Each slot streams uploaded video at the quality supplied, up to 4K 60fps, at one flat price per slot; it does not re-encode or use quality tiers. If YouTube drops the stream, StreamNeo automatically recovers. The first day is free with no card, one free day per account. The Monthly price is $9.99 per month. It streams to YouTube and plays uploaded videos; it is not a camera-based live setup. Learn more at StreamNeo, or start the free day.
