What Is CMAF and How Does It Work for Live Streaming?

CMAF is a segmented-media format that HLS and DASH can use. Learn how its tracks and fragments fit into live workflows—and why it does not guarantee low latency or universal compatibility.

CMAF (Common Media Application Format) is a standardized way to package segmented audio and video for streaming. A live service can make the same CMAF media objects available through HLS, DASH, or both, while each protocol uses its own manifest to describe playback. CMAF defines the media format; it does not, by itself, determine delivery behavior, guarantee low latency, or ensure that every player supports every codec or feature.

What CMAF is—and what it is not

CMAF is a media format and object model for segmented media, standardized as MPEG-A Part 19, ISO/IEC 23000-19. It organizes encoded audio, video, subtitles, and related data into tracks and media fragments. HLS and DASH are presentation and delivery specifications that can use CMAF media; they are not the same thing as CMAF.

This distinction matters in practice. CMAF describes how media is represented. HLS playlists and DASH Media Presentation Descriptions (MPDs) describe a presentation for clients and delivery systems. A stream can use CMAF media with either protocol, or serve both from shared media objects, but protocol manifests and client requirements remain relevant.

MPEG lists editions one through three as published or released and edition four as ongoing. Its standards page lists a fourth-edition committee-draft text dated August 24, 2026; that draft is not a published fourth edition. MPEG’s CMAF standards page provides the edition status.

How CMAF media is organized

Apple describes a CMAF track as encoded media samples stored in a container derived from ISO Base Media File Format (ISO BMFF). A track uses a CMAF header and one or more CMAF fragments. These terms describe different levels of the structure:

  • Header: initialization information for a track.
  • Fragment: a unit containing media samples.
  • Segment: one or more consecutive fragments from the same track.
  • Chunk: a sequential subset of samples within a fragment.

A complete track can also be represented in a single ISO BMFF track file. In a live presentation, the fragments and segments make it possible to publish media incrementally rather than requiring one monolithic file. The exact publishing behavior depends on the implementation; the terms alone do not specify a latency target. See Apple’s CMAF overview.

How adaptive switching works

A CMAF presentation can provide alternative encodings of media so a player can select an appropriate track and switch at fragment boundaries. For example, the alternatives may differ in bitrate or resolution. Apple describes these groupings as switching sets:

  • Aligned switching sets contain time-aligned alternatives, such as different encodings or codecs, that can be switched at corresponding points.
  • Selection sets group distinct choices, such as language tracks or camera angles.
  • A presentation brings synchronized selection sets together.

Alignment is important: a player needs matching points in the timeline to move between alternatives without disrupting playback. A particular service’s encoding ladder, alignment, and supported track combinations are implementation choices, not guaranteed merely by using CMAF.

How a live CMAF workflow runs

A typical live chain takes audio and video from a broadcast or other source, encodes one or more tracks, packages them as CMAF, and delivers a presentation to viewers through an origin or CDN. There are two broad ingest patterns in the DASH-IF Live Media Ingest Protocol:

  1. Send CMAF tracks to an active packager. The encoder sends tracks through a CMAF Ingest interface. The packager can then package, encrypt, transcode, stitch, or otherwise process the media and generate HLS or DASH presentations.
  2. Send an already-packaged presentation to a passive destination. An encoder can send complete DASH or HLS manifests and media objects to a destination such as an origin, cloud storage, or CDN. The destination receives the packaged presentation rather than performing the active packaging step.

The choice depends on what the destination is expected to do. If it needs to process or generate presentations, an active packager may fit. If the encoder already produces the required presentation and the destination can receive its manifests and objects, passive ingest may fit. The DASH-IF Live Media Ingest Protocol describes both interfaces and gives workflow examples.

Timing, alignment, and resilience

DASH-IF’s example workflow recommends constant-duration segments, aligned audio and video boundaries, and timing relative to a shared anchor for synchronization. It also describes redundant live sources and failover behavior as part of an ingest design. These are specification workflow recommendations and examples, not universal settings that every deployment must use. The right segment timing, synchronization strategy, and redundancy depend on the encoder, packager, origin, and service requirements.

How CMAF relates to HLS and DASH

HLS and DASH can use the same CMAF media objects while retaining separate manifests. Apple notes that HLS playlists and a DASH MPD can share CMAF Addressable Objects, which can allow efficient caching when delivering to multiple platforms. Shared media objects do not make the presentations identical: each manifest still carries protocol-specific presentation information, and clients still need to support the relevant media profile and features.

MPEG describes DASH as a standard for streaming over existing HTTP infrastructure for both live and on-demand delivery, and lists a part for delivery of CMAF content with DASH. See MPEG’s MPEG-DASH standards page.

Does CMAF make live streaming low-latency?

No—not on its own. CMAF can be used in low-latency workflows, but the result depends on the full chain: encoder behavior, when segments or chunks are published, manifest updates, origin and CDN handling, and player behavior. The format alone does not guarantee sub-second delivery or any other fixed latency.

Apple’s HLS authoring guidance includes separate low-latency requirements, and DASH-IF describes low-latency CMAF workflows. A deployment needs to meet the applicable authoring and delivery requirements end to end; choosing CMAF alone is not enough. Consult the Apple HLS authoring specification and the DASH-IF ingest protocol for their respective guidance.

Compatibility: what to verify

Standardization does not make every codec, encryption scheme, subtitle format, or player combination interchangeable. Apple describes three CMAF presentation profiles: unencrypted, cbcs, and cenc. Its overview says HLS supports unencrypted and cbcs, and identifies a subtitle limitation. Support also depends on client revision and the particular content profile, so an older operating-system support statement is not a guarantee for every current device or configuration.

Before deployment, check the requirements for the actual target players and content:

  • Confirm that each target client supports the chosen video and audio codecs and profiles.
  • Verify encryption and DRM requirements for the delivery protocols and devices in scope.
  • Check subtitle format support, including any profile-specific limitations.
  • Test manifest behavior and switching across the intended player versions and platforms.
  • Confirm that the origin, CDN, and packager handle the chosen segment or chunk publication workflow.

Apple’s CMAF overview documents its HLS mapping and profile notes; check current player and authoring requirements for a specific deployment.

How to choose a CMAF workflow

There is no single workflow that is best for every live service. Decide based on the destination, client set, and operational needs:

  • Packaging responsibility: Does the destination need an active packager to process tracks and create presentations, or can it accept a complete HLS or DASH presentation?
  • Protocol coverage: Can the intended HLS and DASH clients use shared CMAF media objects, and what separate manifests do they require?
  • Track alignment: Can the encoder keep timelines and switching points aligned across the audio and video alternatives?
  • Device compatibility: Which codecs, encryption profiles, subtitle formats, and player revisions must work?
  • Operations: What synchronization, redundancy, and failover behavior does the live service need?

Where StreamNeo fits—and where it does not

StreamNeo is a cloud service for keeping a YouTube channel live 24/7 from uploaded videos. It is not a CMAF encoder, packager, or general-purpose live ingest service, so it is not a replacement for the production workflow described above. For a creator whose goal is instead to loop prerecorded video on YouTube without keeping a computer running, StreamNeo runs the stream from the cloud: upload a recording or build a playlist, add the YouTube stream key, and go live. It plays uploaded videos, not a live camera feed, and streams to YouTube only. Learn more at StreamNeo.
